H.F. _____ Section 1. NEW SECTION . 135.180 State-funded psychiatric 1 residency program —— fund —— appropriations. 2 1. The university of Iowa hospitals and clinics shall 3 administer a state-funded psychiatric residency program 4 in cooperation with the state mental health institutes 5 at Independence and Cherokee and the Iowa medical and 6 classification center at Oakdale. The program shall provide 7 financial support for residency positions which are in excess 8 of the federal residency cap established by the federal 9 Balanced Budget Act of 1997, Pub. L. No. 105-33. Participating 10 residents shall complete their residency training at one of 11 the state mental health institutes or the Iowa medical and 12 classification center at Oakdale. 13 2. The residency program shall provide for the awarding 14 of twelve residency positions for each class of residents. 15 Preference in the awarding of residency positions shall 16 be given to candidates who are residents of Iowa, attended 17 and earned an undergraduate degree from an Iowa college or 18 university, or attended and earned a medical degree from a 19 medical school in Iowa. 20 3. A psychiatric residency program fund is created in 21 the state treasury consisting of the moneys appropriated or 22 credited to the fund by law. Notwithstanding section 8.33, 23 moneys in the fund at the end of each fiscal year shall not 24 revert to any other fund but shall remain in the psychiatric 25 residency program fund for use in subsequent fiscal years. 26 Moneys in the fund are appropriated to the university of Iowa 27 hospitals and clinics to be used for the purposes of the 28 program. For fiscal years beginning on or after July 1, 2023, 29 there is appropriated from the general fund of the state to the 30 psychiatric residency program fund the following amounts to be 31 used for the purposes of the program: 32 a. For the fiscal year beginning July 1, 2023, one million 33 two hundred thousand dollars. 34 b. For the fiscal year beginning July 1, 2024, two million 35 -1- LSB 5470YC (6) 89 pf/rh 1/ 2

For the fiscal year beginning July 1, 2026, and each 4 fiscal year thereafter, four million eight hundred thousand 5 dollars. 6 EXPLANATION 7 The inclusion of this explanation does not constitute agreement with 8 the explanation’s substance by the members of the general assembly. 9 This bill requires the university of Iowa hospitals and 10 clinics to administer a state-funded psychiatric residency 11 program in cooperation with the state mental health institutes 12 at Independence and Cherokee and the Iowa medical and 13 classification center at Oakdale. The program shall provide 14 financial support for residency positions in excess of those 15 approved under the federal residency cap.
