1.
Section
256.69,
Code
2021,
is
amended
to
read
as

follows:

256.69
Local
financial
support.
3
1.
Commencing
July
1,
1977,
each
city
within
its
corporate
4
boundaries
and
each
county
within
the
unincorporated
area
of
5
the
county
shall
levy
a
tax
of
at
least
six
and
three-fourths
6
cents
per
thousand
dollars
of
assessed
value
on
the
taxable
7
property
or
at
least
the
monetary
equivalent
thereof
when
all
8
or
a
portion
of
the
funds
are
obtained
from
a
source
other
than
9
taxation,
for
the
purpose
of
providing
financial
support
to
10
the
public
library
which
provides
library
services
within
the
11
respective
jurisdictions.

A
library
receiving
financial
support
from
taxes
or
13
sources
under
subsection
1
shall
not
prohibit
the
use
of
the
14
library
or
deny
services
offered
by
the
library
to
any
person
15
residing
in
an
area
where
the
minimum
tax
is
levied
and
paid
or
16
an
area
from
where
the
minimum
monetary
equivalent
is
provided.

Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
18
importance,
takes
effect
upon
enactment.

EXPLANATION
20
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
21
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Code
section
256.69
provides
that
each
city
within
its
23
corporate
boundaries
and
each
county
within
the
unincorporated
24
area
of
the
county
shall
levy
a
tax
of
at
least
6
3/4th
25
cents
per
$1,000
of
assessed
value
or
at
least
the
monetary
26
equivalent
thereof
when
all
or
a
portion
of
the
funds
are
27
obtained
from
a
source
other
than
taxation
for
the
purpose

of
providing
financial
support
to
the
public
library
which
29
provides
library
services
within
the
respective
jurisdictions.

This
bill
prohibits
a
library
that
is
receiving
financial

support
under
Code
section
256.69
from
prohibiting
the
use
of

the
library
or
denying
services
offered
by
the
library
to
any

person
residing
in
an
area
where
the
minimum
tax
is
levied
and

paid
or
an
area
from
where
the
minimum
monetary
equivalent
