is
amended
by
adding

the
following
new
subsection:

SUBSECTION

39.
Adopt
a
policy
requiring
that
not
less
3
than
seventy-five
percent
of
the
students
who
are
accepted
at
4
the
college
of
medicine
and
at
the
college
of
dentistry
at
5
the
state
university
of
Iowa
be
residents
of
Iowa
or
persons
6
who
were,
prior
to
applying
to
such
college,
enrolled
in
an
7
eligible
postsecondary
institution
as
defined
in
section
8
261E.2.

Sec.
2.
Section
263.2,
Code
2021,
is
amended
to
read
as
10
follows:

263.2
Degrees
——
reports
.

1.
A
person
shall
not
be
admitted
to
courses
of
instruction
13
in
the
university
if
the
person
has
not
completed
the
14
elementary
instruction
in
such
branches
as
are
taught
in
the
15
public
or
accredited
nonpublic
schools
throughout
the
state.
16
2.
Graduates
of
the
university
shall
receive
degrees
or
17
diplomas,
or
other
evidences
of
distinction
such
as
are
usually
18
conferred
and
granted
by
universities
and
are
authorized
by
the
19
state
board
of
regents.
20
3.
The
state
university
of
Iowa,
in
collaboration
with
the
21
university
hospitals
and
clinics,
shall
submit
an
annual
report
22
to
the
general
assembly
providing
the
following
information:
23
a.
The
states
in
which
members
of
each
graduating
class
24
from
the
college
of
dentistry
and
the
college
of
medicine
25
reside
during
the
year
immediately
following
graduation.
The
26
information
shall
be
divided
by
residents
of
Iowa
at
the
time
27
of
application
to
the
college
and
nonresidents
at
the
time
of
28
application
to
the
college.

b.
The
states
in
which
the
university
of
Iowa
hospitals
30
and
clinics
primary
care
and
specialty
residents
reside
in
31
the
year
following
completion
of
medical
residency.
The

information
shall
be
divided
by
primary
care
and
various
areas
33
of
specialty,
and
whether
the
medical
residents
were
residents
34
of
Iowa
prior
to
applying
for
admission
at
an
undergraduate

received
a
baccalaureate
degree
from
a

postsecondary
institution
in
Iowa,
or
graduated
from
a
medical

school
in
Iowa,

or

medical
residents
were

residents

the
state
at
the
time
of
acceptance
into
the
4
university
of
Iowa
hospitals
and
clinics’
residency
programs.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
state
board
of
regents
to
adopt
a
9
policy
requiring
that
not
less
than
75
percent
of
the
students
10
accepted
at
the
colleges
of
medicine
and
dentistry
at
the
11
state
university
of
Iowa
be
residents
of
Iowa
or
persons
who
12
prior
to
applying
to
the
college
of
medicine
or
dentistry
were
13
enrolled
in
a
community
college
in
Iowa,
an
accredited
private
14
institution
in
Iowa,
or
a
regents
university.

The
bill
also
requires
the
state
university
of
Iowa,
in
16
collaboration
with
the
university
of
Iowa
hospitals
and
clinics
17
(UIHC),
to
submit
an
annual
report
to
the
general
assembly
18
with
information
relating
to
the
residency
of
graduates
of
the
19
colleges
of
dentistry
and
medicine
and
UIHC
residency
programs
20
post-graduation
and
medical
residency.
The
annual
report
must
21
include
information
regarding
which
states
the
graduates
and
22
the
medical
residents
moved
to
in
the
year
following
graduation
23
or
completion
of
medical
residency,
as
well
as
information
24
regarding
whether
or
not
the
graduates
and
medical
residents
25
were
Iowa
residents
at
the
time
of
admission
to
such
college
or
26
acceptance
in
the
medical
residency,
and
information
regarding
27
the
medical
residents’
areas
of
specialty.
