S.F. _____ H.F. _____ Section 1. Section 261E.3, subsection 1, paragraph e, Code 1 2021, is amended by striking the paragraph and inserting in 2 lieu thereof the following: 3 e. (1) The student, except as otherwise provided in 4 subparagraph (2), shall have demonstrated proficiency in 5 reading, mathematics, and science as evidenced by any of the 6 following: 7 (a) Achievement scores on the latest administration of the 8 state assessment for which scores are available and as defined 9 by the department. 10 (b) If the student is receiving competent private 11 instruction under chapter 299A, as evidenced by any of the 12 following: 13 (i) Submitting the written recommendation of the licensed 14 practitioner providing supervision to the student in accordance 15 with section 299A.2. 16 (ii) Achievement scores on the annual achievement 17 evaluation required under section 299A.4. 18 (iii) A selection index, which is the sum of the critical 19 reading, mathematics, and writing skills assessments, of at 20 least one hundred forty-one on the preliminary scholastic 21 aptitude test administered by the college board; a composite 22 score of at least twenty-one on the college readiness 23 assessment administered by ACT, inc.; or a sum of the critical 24 reading and mathematics scores of at least nine hundred ninety 25 on the college readiness assessment administered by the college 26 board. 27 (2) For purposes of section 261E.8, if a student is not 28 proficient in one or more of the content areas listed in 29 subparagraph (1), the school district shall adopt measures of 30 college readiness jointly agreed upon by the school board and 31 the eligible postsecondary institution through which a student 32 may demonstrate proficiency. 33 Sec. 2. S.F. _____ H.F. _____ EXPLANATION 1 The inclusion of this explanation does not constitute agreement with 2 the explanation’s substance by the members of the general assembly. 3 This bill provides an option for a student who is 4 unable to meet the proficiency requirements of the senior 5 year plus program that must otherwise be met prior to the 6 student’s enrollment in a postsecondary course through 7 district-to-community college sharing or a concurrent 8 enrollment program. 9 Under the bill, the school district shall adopt measures of 10 college readiness jointly agreed upon by the school board and 11 the eligible postsecondary institution through which a student 12 may demonstrate proficiency. The bill strikes a provision 13 that authorizes a school board to establish alternative but 14 equivalent qualifying performance measures on its own. 15 The bill takes effect upon enactment. 16 -2- LSB 1415XD (2) 89 kh/jh 2/ 2
