House Joint Resolution 2002 - Introduced BE IT RESOLVED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 14 That the general assembly, as the legislature of the state of 15 Iowa, pursuant to Article V of the Constitution of the United 16 States, hereby applies to the Congress of the United States 17 to call a convention for the exclusive purpose of proposing an 18 amendment to the Constitution of the United States to limit the 19 number of terms that a person may be elected as a member of the 20 United States house of representatives and to set a limit on 21 the number of terms that a person may be elected as a member of 22 the United States senate. 23 BE IT FURTHER RESOLVED, That the chief clerk of the Iowa 24 house of representatives transmit copies of this resolution 25 to the president and secretary of the United States senate, 26 the speaker, clerk, and judiciary committee chairperson of the 27 United States house of representatives, to each senator and 28 representative from Iowa in the Congress of the United States, 29 and to the presiding officers of each legislative body of 30 each of the several states, requesting the cooperation of the 31 states in issuing an application compelling Congress to call 32 a convention for proposing amendments pursuant to Article V of 33 the Constitution of the United States. 34 BE IT FURTHER RESOLVED, That this application shall 35 be considered as covering the same subject matter as the 36 applications from other states to Congress to call a convention 37 to set a limit on the number of terms that a person may be 38 elected to the United States house of representatives and the 39 United States senate; and this application shall be aggregated 40 with the same for the purpose of attaining the two-thirds 41 of states necessary to require Congress to call a limited 42 convention on this subject, but shall not be aggregated with 43 any other applications on any other subject. 44 BE IT FURTHER RESOLVED, That this application constitutes 45 a continuing application in accordance with Article V of the 46 Constitution of the United States until the legislatures of at 47 least two-thirds of the several states have made applications 48 on the same subject. 49 TLSB 5619YH (1) 89 ss/jh
H.J.R. 2002 EXPLANATION 1 The inclusion of this explanation does not constitute agreement with 2 the explanation’s substance by the members of the general assembly. 3 This resolution constitutes a petition requesting the United 4 States Congress to call a constitutional convention for the 5 exclusive purpose of proposing an amendment to the Constitution 6 of the United States proposing term limits for members of the 7 United States senate and house of representatives. 8 The resolution also provides that it shall serve as a 9 continuing application to call a constitutional convention, 10 until at least two-thirds of the legislatures of the several 11 states have made application for a similar convention and the 12 convention is convened by Congress.
