CHIROPRACTIC LOAN FUNDS. Notwithstanding section 4 261.72, the moneys deposited in the chiropractic loan revolving 5 fund created pursuant to section 261.72, for the fiscal year 6 beginning July 1, 2021, and ending June 30, 2022, may be used 7 for purposes of the chiropractic loan forgiveness program 8 established in section 261.73. 9 Sec. 4. WORK-STUDY APPROPRIATION. Notwithstanding section 10 261.85, for the fiscal year beginning July 1, 2021, and ending 11 June 30, 2022, the amount appropriated from the general fund 12 of the state to the college student aid commission for the 13 work-study program under section 261.85 shall be zero. 14 Sec. 5. TRANSFERS TO FUTURE READY IOWA SKILLED WORKFORCE 15 LAST-DOLLAR SCHOLARSHIP FUND. 16 1. Notwithstanding section 261.132, subsection 5, there is 17 transferred from the future ready Iowa skilled workforce grant 18 fund created pursuant to section 261.132, subsection 5, to the 19 future ready Iowa skilled workforce last-dollar scholarship 20 moneys created pursuant to section 261.131, subsection 5, any 21 moneys remaining unencumbered and unobligated on the effective 22 date of this Act. 23 2. From the moneys appropriated from the general fund of the 24 state to the college student aid commission for the fiscal year 25 beginning July 1, 2020, and ending June 30, 2021, for purposes 26 of providing skilled workforce shortage tuition grants, in 27 accordance with section 261.130, pursuant to 2020 Iowa Acts, 28 chapter 1019, section 7, $400,000 is transferred to the future 29 ready Iowa skilled workforce last-dollar scholarship fund 30 created pursuant to section 261.131. 31 DEPARTMENT OF EDUCATION 32 Sec. 6. From the moneys deposited in the school ready children 7 grants account for the fiscal year beginning July 1, 2021, and 8 ending June 30, 2022, not more than $265,950 is allocated for 9 the early childhood Iowa office and other technical assistance 10 activities. Moneys allocated under this lettered paragraph 11 may be used by the early childhood Iowa state board for the 12 purpose of skills development and support for ongoing training 13 of staff. However, except as otherwise provided in this 14 subsection, moneys shall not be used for additional staff or 15 for the reimbursement of staff. 16 b. Of the amount appropriated in this subsection for 17 deposit in the school ready children grants account of the 18 early childhood Iowa fund, $2,318,018 shall be used for efforts 19 to improve the quality of early care, health, and education 20 programs. Moneys allocated pursuant to this paragraph may be 21 used for additional staff and for the reimbursement of staff. 22 The early childhood Iowa state board may reserve a portion 23 of the allocation, not to exceed $88,650, for the technical 24 assistance expenses of the early childhood Iowa state office, 25 including the reimbursement of staff, and shall distribute 26 the remainder to early childhood Iowa areas for local quality 27 improvement efforts through a methodology identified by the 28 early childhood Iowa state board to make the most productive 29 use of the funding, which may include use of the distribution 30 formula, grants, or other means. 31 c. Of the amount appropriated in this subsection for 32 deposit in the school ready children grants account of 33 the early childhood Iowa fund, $825,030 shall be used for 34 support of professional development and training activities 35 -6- LSB 1003HV (1) 89 kh/tm 6/ 29
H.F. 868 for persons working in early care, health, and education by 1 the early childhood Iowa state board in collaboration with 2 the professional development component groups maintained by 3 the early childhood Iowa stakeholders alliance pursuant to 4 section 256I.12, subsection 7, paragraph “b”, and the early 5 childhood Iowa area boards. Expenditures shall be limited to 6 professional development and training activities agreed upon by 7 the parties participating in the collaboration. 8 9. BIRTH TO AGE THREE SERVICES 9 a. For expansion of the federal Individuals with 10 Disabilities Education Improvement Act of 2004, Pub. L. The moneys appropriated in this subsection shall be 24 used for implementation and expansion of early head start 25 pilot projects addressing the comprehensive cognitive, social, 26 emotional, and developmental needs of children from birth to 27 age three, including prenatal support for qualified families. 28 The projects shall promote healthy prenatal outcomes and 29 healthy family functioning, and strengthen the development of 30 infants and toddlers in low-income families. Priority shall be 31 given to those organizations that have previously qualified for 32 and received state funding to administer an early head start 33 project. 34 11. EARLY WARNING SYSTEM FOR LITERACY 3 For purposes of purchasing a statewide license for an early 4 warning assessment and administering the early warning system 5 for literacy established in accordance with section 279.68 and 6 rules adopted in accordance with section 256.7, subsection 31: 7 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,915,000 8 The department shall administer and distribute to school 9 districts and accredited nonpublic schools the early warning 10 assessment system that allows teachers to screen and monitor 11 student literacy skills from prekindergarten through grade 12 six. The department may charge school districts and accredited 13 nonpublic schools a fee for the system not to exceed the actual 14 costs to purchase a statewide license for the early warning 15 assessment minus the moneys received by the department under 16 this subsection. The fee shall be determined by dividing the 17 actual remaining costs to purchase the statewide license for 18 the school year by the number of pupils assessed under the 19 system in the current fiscal year. School districts may use 20 moneys received pursuant to section 257.10, subsection 11, and 21 moneys received for purposes of implementing section 279.68, 22 subsection 2, to pay the early warning assessment system fee. 23 21. IOWA READING RESEARCH CENTER 24 a. For purposes of the Iowa reading research center in 25 order to implement, in collaboration with the area education 26 agencies, the provisions of section 256.9, subsection 49, 27 paragraph “c”: 28 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,550,176 29 b. From moneys appropriated in this subsection, not more 30 than $250,000 shall be used for collaborations with the state 31 board of education relating to the approval of practitioner 32 preparation programs pursuant to section 256.7, subsection 3, 33 paragraph “c”, and with the board of educational examiners for 34 the establishment and continuing oversight of the advanced 35 -10- LSB 1003HV (1) 89 kh/tm 10/ 29

For 1 the fiscal year beginning July 1, 2021, and ending June 30, 2 2022, the state board of regents may use notes, bonds, or 3 other evidences of indebtedness issued under section 262.48 to 4 finance projects that will result in energy cost savings in an 5 amount that will cause the state board to recover the cost of 6 the projects within an average of six years. 7 Sec. 12. PRESCRIPTION DRUG COSTS. The department of 8 administrative services shall pay the Iowa school for the 9 deaf and the Iowa braille and sight saving school the moneys 10 collected from the counties during the fiscal year beginning 11 July 1, 2021, for expenses relating to prescription drug costs 12 for students attending the Iowa school for the deaf and the 13 Iowa braille and sight saving school. 14 Sec. 13. Section 261.25, subsections 1 and 2, Code 2021, are 15 amended to read as follows: 16 1. There is appropriated from the general fund of the state 17 to the commission for each fiscal year the sum of forty-seven 18 forty-eight million seven eight hundred three ninety-six 19 thousand four hundred sixty-three fifty dollars for tuition 20 grants to qualified students who are enrolled in accredited 21 private institutions. 22 2. There is appropriated from the general fund of the state 23 to the commission for each fiscal year the sum of four hundred 24 twenty-six forty-six thousand two hundred twenty dollars for 25 tuition grants for qualified students who are enrolled in 26 eligible institutions. Of the moneys appropriated under this 27 subsection , not more than eighty one hundred thousand dollars 28 annually shall be used for tuition grants to qualified students 29 who are attending an eligible institution under section 261.9, 30 subsection 3 , paragraph “b” . 31 Sec. 14. For the fiscal year beginning July 1, 2019 2021 , and 9 ending June 30, 2020 2022 , to the department, the amount of 10 five hundred eight thousand two hundred fifty dollars for the 11 issuance of national board certification awards in accordance 12 with section 256.44 . Of the amount allocated under this 13 paragraph, not less than eighty-five thousand dollars shall 14 be used to administer the ambassador to education position in 15 accordance with section 256.45 . 16 b. For the fiscal year beginning July 1, 2019 2021 , and 17 ending June 30, 2020 2022 , up to seven hundred twenty-eight 18 thousand two hundred sixteen dollars to the department for 19 purposes of implementing the professional development program 20 requirements of section 284.6 , assistance in developing model 21 evidence for teacher quality committees established pursuant to 22 section 284.4, subsection 1 , paragraph “b” , and the evaluator 23 training program in section 284.10 . A portion of the funds 24 allocated to the department for purposes of this paragraph may 25 be used by the department for administrative purposes and for 26 not more than four full-time equivalent positions. 27 c. For the fiscal year beginning July 1, 2019 2021 , 28 and ending June 30, 2020 2022 , an amount up to one million 29 seventy-seven thousand eight hundred ten dollars to the 30 department for the establishment of teacher development 31 academies in accordance with section 284.6, subsection 10 . A 32 portion of the funds allocated to the department for purposes 33 of this paragraph may be used for administrative purposes. 34 e. For the fiscal year beginning July 1, 2019 2021 , and 35 -22- LSB 1003HV (1) 89 kh/tm 22/ 29
H.F. 868 ending June 30, 2020 2022 , to the department an amount up to 1 twenty-five thousand dollars for purposes of the fine arts 2 beginning teacher mentoring program established under section 3 256.34 . 4 f. For the fiscal year beginning July 1, 2019 2021 , and 5 ending June 30, 2020 2022 , to the department an amount up 6 to six hundred twenty-six thousand one hundred ninety-one 7 dollars shall be used by the department for a delivery system, 8 in collaboration with area education agencies, to assist in 9 implementing the career paths and leadership roles considered 10 pursuant to sections 284.15 , 284.16 , and 284.17 , including but 11 not limited to planning grants to school districts and area 12 education agencies, technical assistance for the department, 13 technical assistance for districts and area education agencies, 14 training and staff development, and the contracting of external 15 expertise and services. In using moneys allocated for purposes 16 of this paragraph, the department shall give priority to school 17 districts with certified enrollments of fewer than six hundred 18 students. A portion of the moneys allocated annually to the 19 department for purposes of this paragraph may be used by the 20 department for administrative purposes and for not more than 21 five full-time equivalent positions. 22 g. For the fiscal year beginning July 1, 2020 2022 , and 23 for each subsequent fiscal year, to the department, ten 24 million dollars for purposes of implementing the supplemental 25 assistance for high-need schools provisions of section 284.11 . 26 Annually, of the moneys allocated to the department for 27 purposes of this paragraph, up to one hundred thousand dollars 28 may be used by the department for administrative purposes and 29 for not more than one full-time equivalent position. 30 Sec. 16. EFFECTIVE DATES. The following, being deemed of 31 immediate importance, take effect upon enactment: 32 1. The department shall establish an 9 application process and criteria to award grants pursuant to 10 this subparagraph to community colleges. The program shall provide supplemental 22 support services for international refugees to improve 23 learning, English literacy, life skills, cultural competencies, 24 and integration in a county with a population over 350,000 25 as determined by the 2010 federal decennial census. H.F. 868 EXPLANATION 1 The inclusion of this explanation does not constitute agreement with 2 the explanation’s substance by the members of the general assembly. 3 This bill appropriates moneys for fiscal year 2021-2022 from 4 the general fund of the state and other funds to the college 5 student aid commission, the department for the blind, the 6 department of education, and the state board of regents and its 7 institutions. The bill is organized by divisions. 8 DIVISION I —— FY 2021-2022. The bill appropriates moneys to 9 the department for the blind for its administration. 10 The bill includes appropriations to the college student aid 11 commission for general administrative purposes, administration 12 of the future ready Iowa skilled workforce last-dollar 13 scholarship program, the health care professional recruitment 14 program, the national guard service scholarship program, the 15 all Iowa opportunity scholarship program, the teach Iowa 16 scholar program, the rural Iowa primary care loan repayment 17 program, the health care loan repayment program, the rural 18 veterinarian loan repayment program, and the future ready Iowa 19 skilled workforce last-dollar scholarship program. 20 The bill provides for the transfer of any moneys remaining 21 unencumbered and unobligated on the effective date of the bill, 22 in the future ready Iowa skilled workforce grant fund to the 23 future ready Iowa skilled workforce last-dollar scholarship 24 fund; and provides for transfer of $400,000 from moneys 25 appropriated to the college student aid commission for purposes 26 of providing skilled workforce shortage tuition grants, 27 pursuant to 2020 Iowa Acts, chapter 1019, section 7, to the 28 future ready Iowa skilled workforce last-dollar scholarship 29 fund. These provisions take effect upon enactment and are 30 retroactively effective to July 1, 2020. 31 The bill reduces the standing appropriations for the 32 Iowa tuition grant program, but increases, from the moneys 33 appropriated for Iowa tuition grant awards for students 34 attending accredited private institutions, the amount used for 35 -27- LSB 1003HV (1) 89 kh/tm 27/ 29
H.F. 868 students who are attending barber and cosmetology arts and 1 sciences schools to $100,000. 2 The bill amends Code section 261.132 to prohibit, for FY 3 2020-2021, and each succeeding fiscal year, the commission from 4 awarding a grant under the future ready Iowa skilled workforce 5 grant program to any new applicant, but allows the commission 6 to award the grants to applicants who received a grant under 7 the program in FY 2020-2021, and continue to meet the program 8 eligibility requirements. 9 The bill appropriates moneys to the department of education 10 for purposes of the department’s general administration, 11 career and technical education (CTE) administration, division 12 of vocational rehabilitation services including independent 13 living programs, the entrepreneurs with disabilities program, 14 and independent living centers, state library for general 15 administration and the enrich Iowa program, public broadcasting 16 division, career and technical education reimbursement for 17 expenditures made by CTE regional planning partnerships, school 18 food service, early childhood Iowa fund, expansion of the 19 federal Individuals with Disabilities Education Improvement 20 Act birth through age three services, early head start 21 projects, textbooks for nonpublic school pupils, the student 22 achievement and teacher quality program, statewide student 23 assessment, statewide clearinghouse to expand work-based 24 learning, postsecondary summer classes for high school students 25 program, jobs for America’s graduates specialists, attendance 26 center performance/general internet site and data system 27 support, the online state job posting system, successful 28 progression for early readers, an early warning system for 29 literacy, the Iowa reading research center, computer science 30 professional development incentive fund, children’s mental 31 health school-based training and support, for school districts 32 for students with intellectual and developmental disabilities, 33 adult education and literacy programs, distribution to the 34 midwestern higher education compact to pay Iowa’s member state 35 -28- LSB 1003HV (1) 89 kh/tm 28/ 29
H.F. 868 annual obligation, and community colleges. 1 Moneys appropriated in FY 2020-2021 to the department for 2 nonpublic school concurrent enrollment payments to community 3 colleges do not revert to the general fund of the state but may 4 be used for the purposes designated until June 30, 2022. This 5 provision takes effect upon enactment. 6 For the 2021-2022 fiscal year, the bill reduces the standing 7 appropriations for at-risk children under Code section 279.51. 8 The bill amends 2020 Iowa Acts, chapter 1108, to increase the 9 amount appropriated for deposit in the therapeutic classroom 10 incentive fund. 11 The bill appropriates moneys to the state board of regents 12 for the board office, universities’ general operating budgets; 13 the western Iowa regents resource center; Iowa public radio; 14 the state university of Iowa; Iowa state university of science 15 and technology; the university of northern Iowa; and for the 16 Iowa school for the deaf and the Iowa braille and sight saving 17 school.
