H.F. 807 Section 1. Section 158.2, subsection 3, Code 2021, is 1 amended to read as follows: 2 3. Students enrolled in licensed barber schools or schools 3 of cosmetology arts and sciences , or students enrolled in a 4 barbering apprenticeship training program registered by the 5 office of apprenticeship of the United States department of 6 labor, who are practicing under the instruction or immediate 7 supervision of an instructor. 8 Sec. 2. Section 158.3, subsection 3, Code 2021, is amended 9 to read as follows: 10 3. a. Notwithstanding the provisions of subsection 1 , any 11 person who completes the application form prescribed by the 12 board and who completes a barbering apprenticeship training 13 program registered by the office of apprenticeship of the 14 United States department of labor while committed to the 15 custody of the director of the Iowa department of corrections 16 shall be allowed to take the examination for a license to 17 practice barbering. 18 b. Notwithstanding the provisions of subsection 1, any other 19 person who completes the application form prescribed by the 20 board and who completes a barbering apprenticeship training 21 program offered by a barbershop in this state shall be allowed 22 to take the examination for a license to practice barbering. 23 Sec. 3. NEW SECTION . 158.9A Barbershops —— apprenticeship 24 training programs. 25 1. A barbershop may create a barbering apprenticeship 26 training program registered by the office of apprenticeship of 27 the United States department of labor. A person supervising 28 apprentices shall be a barber licensed pursuant to this chapter 29 with at least three years of experience practicing barbering. 30 2. A barbershop shall provide the name of each apprentice 31 participating in an apprenticeship training program to the 32 board and any other information required by the board. The 33 board may charge a fee of no more than twenty dollars per 34 apprentice to a barbershop. 35 -1- LSB 2412HV (2) 89 ss/rh 1/ 2

The board shall adopt rules for the implementation of 1 this section. 2 EXPLANATION 3 The inclusion of this explanation does not constitute agreement with 4 the explanation’s substance by the members of the general assembly. 5 This bill allows barbershops to provide barbering 6 apprenticeship training programs registered by the office of 7 apprenticeship of the United States department of labor. The 8 bill provides that a person supervising apprentices shall be a 9 licensed barber with at least three years of experience. The 10 bill requires a barbershop to report to the board of barbering 11 the name of each person enrolled in an apprenticeship training 12 program, as well as such other information as the board may 13 require, and allows the board to charge a barbershop a fee of 14 no more than $20 per apprentice. A person who completes an 15 apprenticeship training program offered by a barbershop in this 16 state shall be allowed to take the examination for a license 17 to practice barbering. 18 -2- LSB 2412HV (2) 89 ss/rh 2/ 2
