H.F. 805 Section 1. Section 8D.11, Code 2021, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 5. Pursuant to an agreement between the 3 commission and an authorized user, the commission may provide 4 billing services on behalf of the authorized user and charge 5 another entity that receives services from the authorized user 6 pursuant to the network if all of the following conditions are 7 satisfied: 8 a. The services provided by the authorized user to the other 9 entity must be consistent with the mission of the authorized 10 user. 11 b. The services provided by the authorized user to the other 12 entity must be consistent with the requirements and limitations 13 in subsection 2. 14 EXPLANATION 15 The inclusion of this explanation does not constitute agreement with 16 the explanation’s substance by the members of the general assembly. 17 This bill relates to the services provided by the Iowa 18 telecommunications and technology commission. The bill 19 provides that, pursuant to an agreement between the commission 20 and an authorized user, the commission may provide billing 21 services on behalf of the authorized user and charge another 22 entity that receives services from the authorized user pursuant 23 to the Iowa communications network, provided two conditions 24 are satisfied. The services provided by the authorized 25 user to the other entity must be consistent with the mission 26 of the authorized user, and the services provided by the 27 authorized user to the other entity must be consistent with the 28 requirements and limitations in Code section 8D.11, subsection 29 2. 30 Code section 8D.11, subsection 2, provides that neither 31 public nor private agencies shall provide communications 32 services of the network to another entity unless otherwise 33 authorized pursuant to Code chapter 8D. 34 -1- LSB 1410HV (1) 89 jda/rn 1/ 1
