There
is
appropriated
from
the
general
fund
of
the

state
to
the
department
of
education
for
the
fiscal
year

beginning
July
1,
2021,
and
ending
June
30,
2022,
the
following

amount,
or
so
much
thereof
as
is
necessary,
to
be
used
for
the
5
purposes
designated:

1.
For
purposes
of
the
Iowa
reading
research
center
for
7
collaborations
with
the
state
board
of
education
relating
to
8
the
approval
of
practitioner
preparation
programs
pursuant
to
9
section
256.7,
subsection
3,
paragraph
“c”,
and
with
the
board
10
of
educational
examiners
for
the
establishment
and
continuing
11
oversight
of
the
advanced
dyslexia
specialist
endorsement
12
pursuant
to
section
272.2,
subsection
23:

Notwithstanding
section
8.33,
moneys
received
by
the
15
department
pursuant
to
this
section
that
remain
unencumbered
or
16
unobligated
at
the
close
of
the
fiscal
year
shall
not
revert
17
but
shall
remain
available
for
expenditure
for
the
purposes
18
specified
in
this
section
for
the
following
fiscal
year.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
21
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
appropriates
$250,000
from
the
general
fund
of
23
the
state
to
the
department
of
education
for
the
2021-2022
24
fiscal
year
for
purposes
of
the
Iowa
reading
research
center
25
for
collaborations
with
the
state
board
of
education
and
the
26
board
of
educational
examiners
relating
to
the
approval
of
27
practitioner
preparation
programs
that
offer
practitioner
28
preparation
for
the
advanced
dyslexia
specialist
endorsement
29
and
to
the
establishment
and
continuing
oversight
of
the
30
endorsement.
The
moneys
appropriated
do
not
revert
to
the
31
general
fund
at
the
end
of
the
fiscal
year
but
shall
be
32
available
for
expenditure
for
the
same
specified
purposes
for
33
the
following
fiscal
year.
