H.F. 688 Section 1. COVID-19 VACCINE CLINICS —— APPROPRIATION. 1 There is appropriated from the Iowa coronavirus relief fund to 2 the department of public health for the fiscal year beginning 3 July 1, 2020, and ending June 30, 2021, the following amount or 4 so much thereof as is necessary for the purpose designated: 5 For distribution to all local boards of health to establish 6 and administer COVID-19 vaccine drive-through clinics: 7 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 20,000,000 8 Notwithstanding section 8.33, moneys appropriated in this 9 section shall not revert at the close of a fiscal year but 10 shall remain available for the purpose designated. 11 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate 12 importance, takes effect upon enactment. 13 Sec. 3. RETROACTIVE APPLICABILITY. This Act applies 14 retroactively to July 1, 2020. 15 EXPLANATION 16 The inclusion of this explanation does not constitute agreement with 17 the explanation’s substance by the members of the general assembly. 18 This bill makes an appropriation from the Iowa coronavirus 19 relief fund to the department of public health for FY 2020-2021 20 for distribution to all local boards of health to establish 21 and administer COVID-19 vaccine drive-through clinics. Moneys 22 appropriated do not revert at the close of the fiscal year, but 23 remain available for the purpose of the bill.
