H.F. 675 Section 1. Section 272.31, Code 2021, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 3A. The board shall issue a substitute 3 authorization that allows an individual to substitute in grades 4 prekindergarten through twelve for no more than ten consecutive 5 days in one job assignment for a regularly assigned teacher who 6 is absent, except in the driver’s education classroom, shall 7 require not less than the successful completion of an associate 8 degree or not less than sixty undergraduate semester hours, 9 or the equivalent, from an institutional accrediting agency 10 recognized by the United States department of education. 11 EXPLANATION 12 The inclusion of this explanation does not constitute agreement with 13 the explanation’s substance by the members of the general assembly. 14 This bill directs the board of educational examiners to 15 issue a substitute authorization that allows an individual to 16 substitute in grades PK-12 for no more than 10 consecutive days 17 in one job assignment for a regularly assigned teacher who is 18 absent, except in the driver’s education classroom, and which 19 shall require not less than the successful completion of an 20 associate degree or not less than 60 undergraduate semester 21 hours, or the equivalent, from an institutional accrediting 22 agency recognized by the United States department of education. 23 -1- LSB 2231HV (2) 89 kh/jh 1/ 1
