PROGRAM.

There
is
appropriated
from
the
general
fund
of
the
state

to
the
Iowa
finance
authority
for
the
fiscal
year
beginning

July
1,
2020,
and
ending
June
30,
2021,
the
following
amount,

or
so
much
thereof
as
is
necessary,
to
be
used
for
the
purposes

The
Iowa
eviction
and
foreclosure
prevention
program
shall

be
extended
through
June
30,
2022.

2.
Notwithstanding
section
8.33,
moneys
appropriated
in
12
this
section
that
remain
unencumbered
or
unobligated
at
the
13
close
of
the
fiscal
year
shall
not
revert
but
shall
remain
14
available
for
expenditure
for
the
purposes
designated
until
the
15
close
of
the
succeeding
fiscal
year.

Sec.
2.
TEMPORARY
HALT
ON
RESIDENTIAL
EVICTIONS.
The
17
temporary
halt
in
residential
evictions
to
prevent
the
further
18
spread
of
COVID-19
as
ordered
by
the
centers
for
disease
19
control
of
the
United
States
department
of
health
and
human
20
services
on
September
4,
2020,
and
as
extended
until
January
21
31,
2021,
by
the
Consolidated
Appropriations
Act,
2021,
Pub.
L.
22
No.
116-260,
§502,
shall
continue
to
be
applied
to
residential
23
evictions
in
this
state
through
January
31,
2022.

Sec.
3.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
25
importance,
takes
effect
upon
enactment.

EXPLANATION
27
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
28
the
explanation’s
substance
by
the
members
of
the
general
assembly.

For
the
fiscal
year
beginning
July
1,
2020,
and
ending
30
June
30,
2021,
this
bill
appropriates
$50
million
from
the
31
general
fund
of
the
state
to
the
Iowa
finance
authority
for
the
32
Iowa
eviction
and
foreclosure
prevention
program
(program),
33
and
extends
the
program
through
June
30,
2022.
The
moneys
34
appropriated
that
remain
unencumbered
or
unobligated
at
the
