H.F. 616 Section 1. Section 462A.5, subsection 3, paragraph a, 1 subparagraph (1), Code 2021, is amended to read as follows: 2 (1) For vessels of any length without motor or sail, twelve 3 twenty dollars. 4 Sec. 2. Section 462A.6, subsection 7, paragraph b, Code 5 2021, is amended to read as follows: 6 b. Conventional design canoes and kayak type vessels, 7 thirteen ten feet or less in length. 8 EXPLANATION 9 The inclusion of this explanation does not constitute agreement with 10 the explanation’s substance by the members of the general assembly. 11 This bill relates to registration requirements for certain 12 vessels. Under current law, vessels of any length without a 13 motor shall pay to a county recorder a registration fee of $12 14 in order for the vessel to be issued an identification number. 15 A vessel may not be used on the waters of this state that are 16 under the jurisdiction of the natural resource commission 17 without an identification number. Current law exempts 18 conventional design canoes and kayak type vessels that are 13 19 feet or less in length from the numbering and registration 20 requirements. 21 The bill increases the registration fee for vessels of any 22 length without a motor to $20. Additionally, the bill lowers 23 the length for which canoe and kayak type vessels may be exempt 24 from numbering and registration requirements to 10 feet or 25 less. 26 A person who uses a canoe or kayak type vessel more than 10 27 feet in length on waters under the commission’s jurisdiction 28 without registering the vessel as required by the bill shall be 29 punished by a scheduled fine of $30. 30 -1- LSB 2556YH (3) 89 js/rn 1/ 1
