Section
1.
Section
321.34,
Code
2021,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
2A.
Green
warning
stickers.
3
a.
Upon
application,
the
director
may
issue
a
green
4
warning
sticker
to
the
owner
of
a
motor
vehicle
equipped
with
5
electrical
drivetrain
components
and
an
internal
combustion
6
engine,
or
a
battery
electric
or
plug-in
hybrid
electric
motor
7
vehicle
subject
to
registration
pursuant
to
section
321.116.
8
b.
Green
warning
stickers
shall
be
designed
by
the
9
department
and
shall
contain
a
green
background,
which
shall
10
be
a
distinctly
different
color
than
any
green
used
for
annual
11
validation
stickers.
The
department
shall
design
green
warning
12
stickers
to
serve
as
a
warning
to
first
responders
about
any
13
unique
hazards
relating
to
vehicles
described
in
paragraph
“a”
14
involved
in
a
traffic
accident
or
emergency.

c.
There
is
no
additional
special
fee
for
green
warning
16
stickers.

d.
Upon
receipt
of
the
application
in
approved
form,
the
18
department
or
county
treasurer,
as
applicable,
shall
issue
to
19
the
applicant
a
green
warning
sticker.
20
e.
The
green
warning
sticker
shall
be
affixed
to
the
21
vehicle’s
rear
registration
plate
in
a
manner
that
permits
full
22
view
of
all
numerals
and
letters
printed
on
the
registration
23
plate.

The
department
shall
adopt
rules
pursuant
to
chapter
17A
25
to
administer
this
subsection.

27
The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
allows
the
owner
of
a
battery
hybrid
or
electric
30
motor
vehicle
to
apply
for
and
obtain
a
green
warning
sticker
31
to
indicate
the
motor
vehicle
utilizes
electrical
drivetrain
32
components
to
first
responders
in
the
event
of
an
accident
or
33
emergency.

Upon
receipt
of
an
application
in
approved
form,
the

transportation
(DOT)
or
county
treasurer
is

required
to
issue
a
green
warning
sticker
designed
by
the

DOT.
The
green
warning
sticker
must
be

to
the
rear

registration
plate
in
a
location
that
permits

view
of
all

numerals
and
letters
printed
on
the
registration
plate.

There
is
no
fee
for
the
green
warning
sticker.
