H.F. 593 Section 1. Section 258.15, subsection 1, unnumbered 1 paragraph 1, Code 2021, is amended to read as follows: 2 A career academy may be established under an agreement 3 between a single school district and a community college, 4 or by multiple school districts and a community college 5 organized into a regional career and technical education 6 planning partnership pursuant to section 258.14 , or by a school 7 district or a consortium of school districts and a local or 8 regional economic development organization . A career academy 9 established under this section shall be a career-oriented or 10 occupation-oriented program of study that includes a minimum 11 of two years of secondary education, which may fulfill the 12 sequential unit requirement in one of the four service areas 13 required under section 256.11, subsection 5 , paragraph “h” , 14 is articulated with a postsecondary education program, and is 15 approved by the director under section 258.4 . A career academy 16 shall do all of the following: 17 Sec. 2. Section 258.15, subsection 1, paragraph b, 18 subparagraph (2), Code 2021, is amended to read as follows: 19 (2) Integrates academic coursework, includes work-based 20 learning, and utilizes the individual career and academic 21 planning process established under section 279.61 . For 22 purposes of this section, “work-based learning” means the same 23 as defined in section 258.6, but also includes high-quality 24 opportunities, experiences, and projects developed by the 25 career academy and a local or regional economic development 26 organization and may include but not be limited to simulated 27 projects, job shadowing, school-based enterprises, internships, 28 pre-apprenticeships, and apprenticeships. 29 EXPLANATION 30 The inclusion of this explanation does not constitute agreement with 31 the explanation’s substance by the members of the general assembly. 32 This bill relates to career academies that may be 33 established under an agreement between a single school district 34 and a community college, or by multiple school districts and 35 -1- LSB 1770YH (6) 89 kh/jh 1/ 2
H.F. 593 a community college organized into a regional career and 1 technical education planning partnership, by adding that a 2 career academy may be established by a school district or a 3 consortium of school districts and a local or regional economic 4 development organization. 5 Currently under Code section 258.15, a career academy must 6 integrate academic coursework, include work-based learning, and 7 utilize the individual career and academic planning process 8 established in Code section 279.61. “Work-based learning” is 9 currently defined in Code chapter 258 to mean opportunities 10 and experiences that include but are not limited to tours, job 11 shadowing, rotations, mentoring, entrepreneurship, service 12 learning, internships, and apprenticeships. The bill adds that 13 for purposes of Code section 258.15, “work-based learning” 14 also includes high-quality opportunities, experiences, and 15 projects developed by the career academy and a local or 16 regional economic development organization and may include 17 but not be limited to simulated projects, job shadowing, 18 school-based enterprises, internships, pre-apprenticeships, and 19 apprenticeships. 20 -2- LSB 1770YH (6) 89 kh/jh 2/ 2
