1.
DEPARTMENT

INPATIENT
1
PSYCHIATRIC
BED
TRACKING
SYSTEM.
The
department
of
human
2
services
shall
amend
its
administrative
rules
pursuant
to
3
chapter
17A
to
require
state
mental
health
institutes
and
4
hospitals
licensed
to
provide
inpatient
psychiatric
treatment
5
to
provide
for
all
of
the
following:
6
1.
Update
the
inpatient
psychiatric
bed
tracking
system
to
7
indicate
when
an
inpatient
psychiatric
bed
becomes
available
8
within
twenty-four
hours
of
the
bed
becoming
available.
For
9
each
bed
that
becomes
available,
the
updates
to
the
psychiatric
10
bed
tracking
system
shall
indicate
all
of
the
following:
11
a.
If
the
bed
is
available
for
a
child
or
an
adult
including
12
a
geriatric
adult.
13
b.
If
the
bed
is
available
for
a
person
with
a
co-occurring
14
mental
illness
and
substance-related
disorder.
15
c.
If
the
bed
is
available
for
a
person
currently
under
the
16
influence
of
drugs
or
alcohol.
17
d.
If
the
bed
is
available
for
a
person
who
is
currently
18
exhibiting
aggressive
behavior
toward
the
person’s
self
or
19
others.
20
e.
If
the
bed
is
available
for
men,
women,
or
both.

2.
Allow
authorized
users
of
the
psychiatric
bed
tracking
22
system
to
reserve
an
open
bed
on
the
psychiatric
bed
tracking
23
system
if
the
authorized
user
is
attempting
to
admit
a
person
24
to
a
state
mental
health
institute
or
a
hospital
and
that
25
person
meets
all
of
the
requirements
specified
in
paragraph
“a”
26
for
the
open
bed.
The
rules
shall
provide
that
a
mental
health
27
institute
or
hospital
with
a
reservation
for
an
open
bed
must
28
admit
the
person
for
which
an
open
bed
was
reserved,
unless
29
the
person
does
not
meet
all
of
the
requirements
specified
in
30
paragraph
“a”
as
indicated
in
the
psychiatric
bed
tracking
31
system,
or
unless
the
mental
health
institute
or
hospital
is
32
required
to
provide
the
open
bed
to
another
person
pursuant
33
to
the
Emergency
Medical
Treatment
and
Labor
Act
or
any
other
34
similar
superseding
federal
authority.

EXPLANATION
1
The
inclusion
of

This
bill
relates
to
the
inpatient
psychiatric
bed
tracking
4
system.
5
The
bill
directs
the
department
of
human
services
to
amend
6
its
administrative
rules
to
require
a
hospital
that
has
7
inpatient
psychiatric
beds
to
update
the
inpatient
psychiatric
8
bed
tracking
system
to
indicate
when
an
inpatient
psychiatric
9
bed
becomes
available
within
24
hours
of
the
bed
becoming
10
available.
For
each
bed
that
becomes
available,
the
updates
11
to
the
psychiatric
bed
tracking
system
must
indicate
the
12
following:
if
the
bed
is
available
for
a
child
or
an
adult
13
including
a
geriatric
adult;
if
the
bed
is
available
for
a
14
person
with
a
co-occurring
mental
illness
and
substance-related
15
disorder;
if
the
bed
is
available
for
a
person
currently
under
16
the
influence
of
drugs
or
alcohol;
if
the
bed
is
available
for
17
a
person
who
is
currently
exhibiting
aggressive
behavior
toward
18
the
person’s
self
or
others;
and
if
the
bed
is
available
to
19
men,
women,
or
both.

The
bill
requires
mental
health
institutes
and
hospitals
to
21
allow
authorized
users
of
the
psychiatric
bed
tracking
system
22
to
reserve
an
open
bed
on
the
psychiatric
bed
tracking
system
23
if
the
authorized
user
is
seeking
to
admit
a
person
who
meets
24
all
requirements
specified
by
the
mental
health
institute
or
25
hospital
in
the
psychiatric
bed
tracking
system
for
the
open
26
bed.
27
The
bill
requires
a
mental
health
institute
or
hospital
with
28
a
reservation
for
an
open
bed
to
admit
a
person
for
which
an
29
open
bed
was
reserved,
unless
that
person
does
not
meet
all
of
30
the
requirements
specified
by
the
mental
health
institute
or
31
hospital
as
indicated
in
the
psychiatric
bed
tracking
system
32
for
the
open
bed,
or
unless
the
mental
health
institute
or
33
hospital
is
required
to
provide
the
open
bed
to
another
person
34
pursuant
to
the
Emergency
Medical
Treatment
and
Labor
Act
or
