H.F. 513 Section 1. Section 99D.11, subsection 6, paragraph b, 1 subparagraph (1), Code 2021, is amended to read as follows: 2 (1) The commission may authorize the licensee to 3 simultaneously telecast within the racetrack enclosure or at 4 the facility of a licensee authorized to operate an excursion 5 gambling boat or gambling structure under chapter 99F , for 6 the purpose of pari-mutuel wagering, a horse or dog race 7 licensed by the racing authority of another state or foreign 8 jurisdiction . It is the responsibility of each licensee to 9 obtain the consent of appropriate racing officials in other 10 states as required by the federal Interstate Horseracing Act of 11 1978, 15 U.S.C. §3001 – 3007, to televise races for the purpose 12 of conducting pari-mutuel wagering. 13 EXPLANATION 14 The inclusion of this explanation does not constitute agreement with 15 the explanation’s substance by the members of the general assembly. 16 This bill relates to pari-mutuel wagering on horse or dog 17 races licensed in a foreign jurisdiction. 18 The bill allows licensees to simultaneously telecast 19 from the licensee’s racetrack enclosure, excursion gambling 20 boat, or gambling structure, horse or dog races from foreign 21 jurisdictions. Under current law, wagering needs to take place 22 inside the enclosure where the race is held unless the race is 23 simultaneously telecast from a licensee’s racetrack enclosure, 24 excursion gambling boat, or gambling structure, and the state 25 racing and gaming commission may only authorize licensees to 26 simultaneously telecast horse and dog races licensed by the 27 racing authority of another state. 28 -1- LSB 2318HV (1) 89 dg/rn 1/ 1
