1.
The
university
of
Iowa
hospitals
and
clinics
shall
offer
4
an
interview
for
an
available
medical
residency
position
to
5
any
applicant
who
has
a
residency
specialty
in
obstetrics
and
6
gynecology,
psychiatry,
general
surgery,
emergency
medicine,
7
cardiology,
neurology,
or
primary
care
and
who
also
is
a
8
resident
of
Iowa,
attended
and
earned
an
undergraduate
degree
9
from
an
Iowa
college
or
university,
or
attended
and
earned
a
10
medical
degree
from
a
medical
school
in
Iowa.

2.
The
university
of
Iowa
hospitals
and
clinics
shall
12
provide
the
opportunity
to
medical
students
attending
a
medical
13
school
in
Iowa
to
participate
in
audition
rotations
to
allow
14
the
university
to
constructively
review
the
students
in
a
15
clinical
setting.
16
3.
The
university
of
Iowa
hospitals
and
clinics
shall
17
submit
a
report
to
the
governor
and
the
general
assembly
by
18
January
15,
annually,
regarding
the
audition
rotations
and
19
interviews
as
specified
in
this
section
during
the
prior
20
fiscal
year.
Specifically,
the
report
shall
include
for
each
21
audition
rotation
or
interview
the
name
of
the
student’s
or
22
applicant’s
medical
school,
whether
the
student
was
offered
and
23
participated
in
an
audition
rotation,
whether
an
applicant
was
24
offered
and
participated
in
an
interview,
whether
the
applicant
25
was
accepted
for
one
of
the
residency
program
positions,
and
26
the
total
number
of
available
residency
positions
filled
by
an
27
applicant
meeting
the
criteria
under
this
section.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
university
of
Iowa
hospitals
and
32
clinics
(UIHC)
to
offer
an
interview
for
an
available
medical
33
residency
position
to
any
applicant
who
has
a
specified
34
residency
specialty
and
who
also
is
a
resident
of
Iowa,

attended
and
earned
an
undergraduate
degree
from
an
Iowa
1
college
or
university,
or
attended
and
earned
a
medical
degree

from
a
medical
school
in
Iowa.

The
bill
also
requires
the
UIHC
to
provide
the
opportunity

to
medical
students
attending
a
medical
school
in
Iowa
to
5
participate
in
audition
rotations
to
allow
the
university
to
6
constructively
review
the
students
in
clinical
settings.

The
UIHC
shall
submit
a
report
to
the
governor
and
the

regarding
the

rotations
and

in
the
bill,

the

the
applicant

the

positions,
and
the
total

of
available

by
an
applicant
meeting
the
criteria

of
the
bill.
