Definitions.
For
the
purposes
of
this
section
,
unless

the
context
otherwise
requires:

a.
“Youth”
means
children
and
young
persons
who
are
ages
six
7
through
twenty-one
years.

b.
“Youth
advisory
council”
means
the
state
of
Iowa
youth
9
advisory
council
created
by
this
section
.

c.
b.
“Youth
development
council”
means
the
Iowa
11
collaboration
for
youth
development
council
created
by
this
12
section
.

Collaboration
council
created.
An
Iowa
collaboration
for
14
youth
development
council
is
created
as
an
alliance
of
state
15
agencies
that
address
the
needs
of
youth
in
Iowa.

3.
Purpose.
The
purpose
of
the
youth
development
council
is
17
to
improve
the
lives
and
futures
of
Iowa’s
youth
by
doing
all
18
of
the
following:
19
a.
Adopting
and
applying
positive
youth
development
20
principles
and
practices
at
the
state
and
local
levels.
21
b.
Increasing
the
quality,
efficiency,
and
effectiveness
of
22
opportunities
and
services
and
other
supports
for
youth.
23
c.
Improving
and
coordinating
state
youth
policy
and
24
programs
across
state
agencies.
25
4.
Vision
statement.
All
youth
development
activities
26
addressed
by
the
youth
development
council
shall
be
aligned
27
around
the
following
vision
statement:
28
“All
Iowa
youth
will
be
safe,
healthy,
successful,
and
prepared
29
for
adulthood.”
30
5.
Membership.
The
youth
development
council
membership
31
shall
be
determined
by
the
council
itself
and
shall
include
the
32
directors
or
chief
administrators,
or
their
designees,
from
the
33
following
state
agencies
and
programs:

a.
Child
advocacy
board.

on
volunteer
service
in
the
office
of

the
governor.

Department
of
education.

of
drug
control

Iowa

in

6.
Procedure.
Except
as
otherwise
provided
by
law,
the
13
youth
development
council
shall
determine
its
own
rules
of
14
procedure
and
operating
policies,
including
but
not
limited
15
to
terms
of
members.
The
youth
development
council
may
form
16
committees
or
subgroups
as
necessary
to
achieve
its
purpose.
17
7.
Duties.
The
youth
development
council’s
duties
shall
18
include
but
are
not
limited
to
all
of
the
following:
19
a.
Study,
explore,
and
plan
for
the
best
approach
to
20
structure
and
formalize
the
functions
and
activities
of
the
21
youth
development
council
to
meet
its
purpose,
and
make
formal
22
recommendations
for
improvement
to
the
governor
and
general
23
assembly.
24
b.
Review
indicator
data
and
identify
barriers
to
youth
25
success
and
develop
strategies
to
address
the
barriers.
26
c.
Coordinate
across
agencies
the
state
policy
priorities
27
for
youth.
28
d.
Strengthen
partnerships
with
the
nonprofit
and
private
29
sectors
to
gather
input,
build
consensus,
and
maximize
use
of
30
existing
resources
and
leverage
new
resources
to
improve
the
31
lives
of
youth
and
their
families.
32
e.
Oversee
the
activities
of
the
youth
advisory
council.
33
f.
Seek
input
from
and
engage
the
youth
advisory
council
34
in
the
development
of
more
effective
policies,
practices,
and
35

programs
to
improve
the
lives
and
futures
of
youth.

Report
annually
by
February
1
to
the
governor
and
2
general
assembly.

8.
State
of
Iowa
youth
advisory
council.
A
state
of
Iowa
4
youth
advisory
council
is
created
to
provide
input
to
the
5
governor,
general
assembly,
and
state
and
local
policymakers
on
6
youth
issues.
7
a.
The
purpose
of
the
youth
advisory
council
is
to
foster
8
communication
among
a
group
of
engaged
youth
and
the
governor,
9
general
assembly,
and
state
and
local
policymakers
regarding
10
programs,
policies,
and
practices
affecting
youth
and
families;
11
and
to
advocate
for
youth
on
important
issues
affecting
youth.
12
b.
The
youth
advisory
council
shall
consist
of
no
more
13
than
twenty-one
youth
ages
fourteen
through
twenty
years
who
14
reside
in
Iowa.
Membership
shall
be
for
two-year
staggered
15
terms.
The
department
director,
or
the
director’s
designee,
16
shall
select
council
members
using
an
application
process.
The
17
department
director
or
the
director’s
designee
shall
strive
18
to
maintain
a
diverse
council
membership
and
shall
take
into
19
consideration
race,
ethnicity,
disabilities,
gender,
and
20
geographic
location
of
residence
of
the
applicants.
21
c.
Except
as
otherwise
provided
by
law,
the
youth
advisory
22
council
shall
determine
its
own
rules
of
procedure
and
23
operating
policies,
subject
to
approval
by
the
department
24
director
or
the
director’s
designee.
25
d.
The
youth
advisory
council
shall
meet
at
least
quarterly.
26
9.
8.
Lead
agency.
The
lead
agency
for
support
of
the
Iowa
27
collaboration
for
youth
development
council
and
the
state
of
28
Iowa
youth
advisory
council
is
the
department.
The
department
29
shall
coordinate
activities
and,
with
funding
made
available
30
to
it
for
such
purposes,
provide
staff
support
for
the
youth
31
development
council
and
the
youth
advisory
council
.

agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

Code
