H.F. 400 Section 1. Section 272.31, Code 2021, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 3A. A substitute authorization that 3 allows an individual to substitute in grades prekindergarten 4 through twelve for no more than ten consecutive days in one 5 job assignment for a regularly assigned teacher who is absent, 6 except in the driver’s education classroom, shall require not 7 more than the successful completion of an associate degree 8 or not more than sixty undergraduate semester hours, or the 9 equivalent, from a regionally accredited institution. 10 EXPLANATION 11 The inclusion of this explanation does not constitute agreement with 12 the explanation’s substance by the members of the general assembly. 13 This bill provides that the substitute authorization 14 that the board of educational examiners issues to allow an 15 individual to substitute in grades PK-12 for no more than 16 10 consecutive days in one job assignment for a regularly 17 assigned teacher who is absent, except in the driver’s 18 education classroom, shall require not more than the 19 successful completion of an associate degree or not more than 20 60 undergraduate semester hours, or the equivalent, from a 21 regionally accredited institution. 22 -1- LSB 2231YH (2) 89 kh/jh 1/ 1
