H.F. 379 Section 1. Section 21.2, subsection 1, paragraphs e and h, 1 Code 2021, are amended to read as follows: 2 e. An advisory board, advisory commission, or task force 3 created by the governor , or the general assembly , or by 4 administrative action of a state department or agency to 5 develop and make recommendations on public policy and budgetary 6 issues. 7 h. An advisory board, advisory commission, advisory 8 committee, task force, or other body created by statute or 9 executive order of this state , or created by an executive order 10 of a political subdivision of this state , or created by action 11 of an administrative officer of a political subdivision to 12 develop and make recommendations on public policy and budgetary 13 issues. 14 EXPLANATION 15 The inclusion of this explanation does not constitute agreement with 16 the explanation’s substance by the members of the general assembly. 17 This bill amends the definition of a governmental body under 18 Iowa’s open meetings law (Code chapter 21). 19 The bill includes an advisory board, advisory commission, 20 or task force created by the governor, the general assembly, 21 or by administrative action of a state department or agency to 22 develop and make recommendations on public policy and budgetary 23 issues and an advisory board, advisory commission, advisory 24 committee, task force, or other body created by statute or 25 executive order of this state, created by an executive order 26 of a political subdivision of this state, or created by action 27 of an administrative officer of a political subdivision to 28 develop and make recommendations on public policy and budgetary 29 issues in the definition of a governmental body subject to the 30 requirements of the open meetings law. 31 Under current law, an advisory board, advisory commission, 32 or task force created by administrative action of a state 33 department or agency and an advisory board, advisory 34 commission, advisory committee, task force, or other 35 -1- LSB 2160YH (2) 89 cm/rh 1/ 2

H.F. 379 body created by action of an administrative officer of a 1 political subdivision were not included in the definition of 2 a governmental body.
