Section
1.
SCHOOL
DISTRICT
EXTRAORDINARY
ENROLLMENT

SUPPLEMENT
——
APPROPRIATION.

1.
For
the
school
budget
year
beginning
July
1,
2021,
if
a
3
district’s
actual
enrollment
for
the
budget
year,
determined
4
under
section
257.6,
is
greater
than
its
budget
enrollment
for
5
the
budget
year,
the
district
shall
receive
an
extraordinary
6
enrollment
supplement.
The
supplement
shall
be
in
an
amount
7
equal
to
the
difference
between
the
actual
enrollment
for
the
8
budget
year
and
the
budget
enrollment
for
the
budget
year,
9
multiplied
by
the
district
cost
per
pupil.

2.
The
extraordinary
enrollment
supplement
shall
be
11
miscellaneous
income,
shall
be
deposited
in
the
general
fund
12
of
the
school
district,
and
shall
not
be
included
in
district
13
cost.

3.
The
extraordinary
enrollment
supplement
amount
received
15
by
a
school
district
shall
be
in
addition
to
any
modified
16
supplemental
amount,
if
any,
approved
for
the
school
district
17
under
section
257.13.

4.
The
extraordinary
enrollment
supplement
shall
be
paid
19
at
the
same
time
and
in
the
same
manner
as
foundation
aid
is
20
paid
under
section
257.16,
and
may
be
included
in
the
monthly
21
payment
of
state
aid
under
section
257.16,
subsection
2.

5.
a.
There
is
appropriated
from
the
general
fund
of
23
the
state
to
the
department
of
management
for
the
fiscal
24
year
beginning
July
1,
2020,
an
amount
necessary
to
make
all
25
extraordinary
enrollment
supplement
payments
for
the
fiscal
26
year
beginning
July
1,
2021.

b.
Notwithstanding
section
8.33,
moneys
appropriated
in
28
this
subsection
shall
not
revert
at
the
close
of
the
fiscal
29
year
beginning
July
1,
2020,
but
shall
remain
available
for
30
expenditure
only
for
the
purpose
designated
in
this
section
31
until
the
close
of
the
succeeding
fiscal
year
beginning
July
32
1,
2021.

Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
34
importance,
takes
effect
upon
enactment.

The

this

This
bill
provides
for
a
school
district
extraordinary
4
enrollment
supplement
for
the
school
budget
year
beginning
5
July
1,
2021.
For
the
school
budget
year
beginning
July
1,
6
2021,
if
a
district’s
actual
enrollment
(headcount)
for
the
7
budget
year
is
greater
than
its
budget
enrollment
for
the
8
budget
year
(headcount
for
the
base
year),
the
district
shall
9
receive
an
extraordinary
enrollment
supplement.
Each
school
10
district’s
supplement
shall
be
in
an
amount
equal
to
the
11
difference
between
the
actual
enrollment
for
the
budget
year
12
and
the
budget
enrollment
for
the
budget
year,
multiplied
by
13
the
district
cost
per
pupil.

The
extraordinary
enrollment
supplement
shall
be
15
miscellaneous
income
and
be
deposited
in
the
general
fund
of
16
the
school
district.
The
extraordinary
enrollment
supplement
17
amount
is
in
addition
to
any
modified
supplemental
amount
for
18
on-time
funding,
if
any,
approved
for
the
school
district
under
19
Code
section
257.13.

The
bill
appropriates
from
the
general
fund
of
the
state
21
to
the
department
of
management
for
the
fiscal
year
beginning
22
July
1,
2020,
an
amount
necessary
to
make
all
extraordinary
23
enrollment
supplement
payments
for
the
fiscal
year
beginning
24
July
1,
2021.
The
bill
provides
that
moneys
appropriated
25
in
the
bill
shall
not
revert
at
the
close
of
the
fiscal
26
year
beginning
July
1,
2020,
but
shall
remain
available
for
27
expenditure
only
for
the
purpose
designated
in
the
bill
until
28
the
close
of
the

2021.
