H.F. 328 Section 1. VITAMIN AND MINERAL DEFICIENCY PUBLIC AWARENESS 1 PROGRAM —— APPROPRIATION. 2 1. The department of public health shall develop and 3 implement an evidence-based public awareness program to provide 4 an integrated approach to vitamin and mineral deficiency 5 prevention and control. The program shall do all of the 6 following: 7 a. Educate health care providers, practitioners, public 8 health professionals, patient advocates, community health 9 workers, and the general public about the science and benefits 10 of adequate levels of vitamins and minerals. 11 b. Provide for universal evaluation of vitamin and mineral 12 deficiencies, including but not limited to those related to 13 vitamin D, vitamin B12, magnesium, and zinc, at no cost to the 14 public throughout the state. 15 c. Provide access to appropriate therapies and 16 interventions to ameliorate detected vitamin and mineral 17 deficiencies. 18 d. Promote increased dietary quality and diversity and 19 vitamin and mineral supplementation, and address social 20 determinants of health that result in a higher risk of vitamin 21 and mineral deficiency in specific populations. 22 e. Publish guidelines that specify the risk factors 23 associated with specific vitamin and mineral deficiencies, 24 how specific deficiencies manifest in various populations, 25 the symptoms and health risks associated with specific 26 deficiencies, the recommended dietary allowance for each 27 vitamin and mineral, and the recommended foods and other 28 sources of the specific vitamin or mineral. 29 2. The department shall establish outcome measures to 30 determine if the program results in a decreased prevalence 31 of vitamin and mineral deficiencies in the population and if 32 adjustments should be made to the program. The department 33 shall submit a report regarding the outcomes and any 34 recommendations for program adjustments to the governor and the 35 -1- LSB 1994HH (2) 89 pf/rh 1/ 3
H.F. 328 general assembly, annually, by January 15. 1 Sec. 2. VITAMIN AND MINERAL DEFICIENCY PUBLIC AWARENESS 2 PROGRAM —— APPROPRIATION. There is appropriated from the 3 general fund of the state to the department of public health 4 for the fiscal year beginning July 1, 2021, and ending June 30, 5 2022, the following amount, or so much thereof as is necessary, 6 for the purpose designated: 7 To develop and implement a vitamin and mineral deficiency 8 public awareness program: 9 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 7,000,000 10 EXPLANATION 11 The inclusion of this explanation does not constitute agreement with 12 the explanation’s substance by the members of the general assembly. 13 This bill relates to the development and implementation of a 14 vitamin and mineral deficiency public awareness program by the 15 department of public health (DPH). 16 The bill requires DPH to develop and implement an 17 evidence-based public awareness program to provide an 18 integrated approach to vitamin and mineral deficiency 19 prevention and control. The program shall educate various 20 entities and the general public about the science and benefits 21 of adequate levels of vitamins and minerals; provide for 22 universal evaluation of vitamin and mineral deficiencies at 23 no cost to the public throughout the state; provide access 24 to appropriate therapies and interventions to ameliorate 25 detected vitamin and mineral deficiencies; promote increased 26 dietary quality and diversity and vitamin and mineral 27 supplementation, and address social determinants of health 28 that result in a higher risk of vitamin and mineral deficiency 29 in specific populations; publish guidelines that specify the 30 risk factors associated with specific vitamin and mineral 31 deficiencies, how specific deficiencies manifest in various 32 populations, the symptoms and health risks associated with 33 specific deficiencies, the recommended dietary allowance 34 for each vitamin and mineral, and the recommended foods and 35 -2- LSB 1994HH (2) 89 pf/rh 2/ 3
