Section
1.
Section
282.31,
subsection
1,
paragraph
b,
1
subparagraph
(2),
Code
2021,
is
amended
to
read
as
follows:

(2)
However,
on
June
30
of
a
school
year,
if
the
board
3
of
directors
of
a
school
district
determines
that
the
number
4
of
days
for
which
a
school
district
generated
funding
for
5
children
under
this
paragraph
“b”
who
were
counted
in
the
6
basic
enrollment
of
the
school
district
in
that
school
year
in
7
accordance
with
section
257.6,
subsection
1
,
is
fewer
less
than
8
the
sum
of
the
number
of
months
days
enrolled
for
all
children
9
were
enrolled
in
the
school
district
under
this
paragraph
10
“b”
during
the
school
year
divided
by
nine
,
the
secretary
of
11
the
school
district
may
submit
a
claim
to
the
department
of
12
education
by
August
1
following
the
school
year
for
an
amount
13
equal
to
the
district
cost
per
pupil
of
the
district
for
the
14
previous
school
year
multiplied
by
the
difference
between
15
the
number
of
children
counted
and
the
number
of
children
16
calculated
by
the
number
of
months
of
enrollment
quotient
of
17
the
excess
number
of
enrolled
days
for
children
under
this
18
paragraph
“b”
divided
by
the
number
of
days
in
the
district’s
19
board-approved
calendar
for
the
previous
year
.
The
amount
of
20
the
claim
shall
be
paid
by
the
department
of
administrative
21
services
to
the
school
district
by
October
1.
The
department
22
of
administrative
services
shall
transfer
the
total
amount
23
of
the
approved
claim
of
a
school
district
from
the
moneys
24
appropriated
under
section
257.16
and
the
amount
paid
shall
25
be
deducted
monthly
from
the
state
foundation
aid
paid
to
all
26
school
districts
in
the
state
during
the
remainder
of
the
27
subsequent
fiscal
year
in
the
manner
provided
in
paragraph
“a”
.

Sec.
2.
APPLICABILITY.
This
Act
applies
to
school
budget
29
years
beginning
on
or
after
July
1,
2021.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
modifies
the
methodology
used
to
calculate
the
34
amount
of
funding
a
school
district
may
request
from
the

department
of
education
for
providing
services
to
certain
1
children
living
in
an
approved
or
licensed
shelter
care
home
or
2
an
approved
juvenile
detention
home,
and
by
operation
of
law

children
living
in
certain
residential
treatment
facilities,
4
a
psychiatric
unit
or
institution,
or
in
a
child
foster
care
5
facility
or
placement.

The
current
law
methodology
uses,
in
part,
a
calculation
7
based
on
the
number
of
months
children
were
enrolled
in
the
8
district.
The
bill
changes
the
calculation
to
be,
in
part,
9
based
on
the
number
of
days
children
are
enrolled
in
the
10
district.
11
The
bill
applies
to
school
budget
years
beginning
on
or
after
12
July
1,
2021.
