H.F. 276 Section 1. Section 2.1, Code 2021, is amended to read as 1 follows: 2 2.1 Sessions —— place —— voting . 3 1. The sessions of the general assembly shall be held 4 annually at the seat of government, unless the governor shall 5 convene them at some other place in times of pestilence or 6 public danger or unless the general assembly, by concurrent 7 resolution, otherwise provides during a time of emergency . 8 Each annual session of the general assembly shall commence 9 on the second Monday in January of each year. The general 10 assembly may recess from time to time during each year in such 11 manner as it may provide, subject to Article III, section 14 of 12 the Constitution of the State of Iowa. 13 2. A concurrent resolution adopted pursuant to this section 14 may provide for rules permitting voting to occur by means of 15 distance voting or remote electronic voting. 16 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate 17 importance, takes effect upon enactment. 18 EXPLANATION 19 The inclusion of this explanation does not constitute agreement with 20 the explanation’s substance by the members of the general assembly. 21 This bill provides that the general assembly, by concurrent 22 resolution, may authorize sessions of the general assembly to 23 be held at a location other than the seat of government during 24 a time of emergency. The bill provides that the concurrent 25 resolution may provide for rules permitting distance voting 26 or remote electronic voting.
