From the moneys deposited in the school ready children 14 grants account for the fiscal year beginning July 1, 2022, and 15 ending June 30, 2023, not more than $265,950 is allocated for 16 the early childhood Iowa office and other technical assistance 17 activities. Moneys allocated under this lettered paragraph 18 may be used by the early childhood Iowa state board for the 19 purpose of skills development and support for ongoing training 20 of staff. However, except as otherwise provided in this 21 subsection, moneys shall not be used for additional staff or 22 for the reimbursement of staff. 23 b. Of the amount appropriated in this subsection for 24 deposit in the school ready children grants account of the 25 early childhood Iowa fund, $2,318,018 shall be used for efforts 26 to improve the quality of early care, health, and education 27 programs. Moneys allocated pursuant to this lettered paragraph 28 may be used for additional staff and for the reimbursement 29 of staff. The early childhood Iowa state board may reserve 30 a portion of the allocation, not to exceed $88,650, for the 31 technical assistance expenses of the early childhood Iowa 32 state office, including the reimbursement of staff, and 33 shall distribute the remainder to early childhood Iowa areas 34 for local quality improvement efforts through a methodology 35 -6- LSB 5003HV (1) 89 jda/tm 6/ 36
H.F. 2575 identified by the early childhood Iowa state board to make the 1 most productive use of the funding, which may include use of 2 the distribution formula, grants, or other means. 3 c. Of the amount appropriated in this subsection for 4 deposit in the school ready children grants account of 5 the early childhood Iowa fund, $825,030 shall be used for 6 support of professional development and training activities 7 for persons working in early care, health, and education by 8 the early childhood Iowa state board in collaboration with 9 the professional development component groups maintained by 10 the early childhood Iowa stakeholders alliance pursuant to 11 section 256I.12, subsection 7, paragraph “b”, and the early 12 childhood Iowa area boards. Expenditures shall be limited to 13 professional development and training activities agreed upon by 14 the parties participating in the collaboration as approved by 15 the early childhood Iowa state board. 16 d. Of the amount appropriated in this subsection for deposit 17 in the school ready children grants account of the early 18 childhood Iowa fund, $200,000 shall be used to invest in this 19 state’s early childhood database system that integrates state 20 administrative data to provide results that inform and improve 21 the early childhood system of programs and services in this 22 state. 23 9. BIRTH TO AGE THREE SERVICES 24 a. For expansion of the federal Individuals with 25 Disabilities Education Improvement Act of 2004, Pub. L. The moneys appropriated in this subsection shall be 4 used for implementation and expansion of early head start 5 pilot projects addressing the comprehensive cognitive, social, 6 emotional, and developmental needs of children from birth to 7 age three, including prenatal support for qualified families. 8 The projects shall promote healthy prenatal outcomes and 9 healthy family functioning, and strengthen the development of 10 infants and toddlers in low-income families. Priority shall be 11 given to those organizations that have previously qualified for 12 and received state funding to administer an early head start 13 project. 14 11. TEXTBOOKS OF NONPUBLIC SCHOOL PUPILS 15 a. EARLY WARNING SYSTEM FOR LITERACY 19 For purposes of purchasing a statewide license for an early 20 warning assessment and administering the early warning system 21 for literacy established in accordance with section 279.68 and 22 rules adopted in accordance with section 256.7, subsection 31: 23 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,915,000 24 The department shall administer and distribute to school 25 districts and accredited nonpublic schools the early warning 26 assessment system that allows teachers to screen and monitor 27 student literacy skills from prekindergarten through grade 28 six. The department may charge school districts and accredited 29 nonpublic schools a fee for the system not to exceed the actual 30 costs to purchase a statewide license for the early warning 31 assessment minus the moneys received by the department under 32 this subsection. The fee shall be determined by dividing the 33 actual remaining costs to purchase the statewide license for 34 the school year by the number of pupils assessed under the 35 -10- LSB 5003HV (1) 89 jda/tm 10/ 36

School districts may use 1 moneys received pursuant to section 257.10, subsection 11, and 2 moneys received for purposes of implementing section 279.68, 3 subsection 2, to pay the early warning assessment system fee. 4 21. IOWA READING RESEARCH CENTER 5 a. For purposes of the Iowa reading research center in 6 order to implement, in collaboration with the area education 7 agencies, the provisions of section 256.9, subsection 49, 8 paragraph “c”: 9 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,550,176 10 b. From moneys appropriated in this subsection, not more 11 than $250,000 shall be used for collaborations with the state 12 board of education relating to the approval of practitioner 13 preparation programs pursuant to section 256.7, subsection 3, 14 paragraph “c”, and with the board of educational examiners for 15 the establishment and continuing oversight of the advanced 16 dyslexia specialist endorsement pursuant to section 272.2, 17 subsection 23. For the fiscal year beginning July 1, 2022, and 18 ending June 30, 2023, the center shall submit a report to the 19 general assembly and the legislative services agency detailing 20 the expenditures of moneys used for purposes of this paragraph 21 “b”. 22 c. Notwithstanding section 8.33, moneys received by the 23 department pursuant to this subsection that remain unencumbered 24 or unobligated at the close of the fiscal year shall not revert 25 but shall remain available for expenditure for the purposes 26 specified in this subsection until the close of the succeeding 27 fiscal year. 28 22. For distribution to community colleges for the purposes 15 of implementing adult education and literacy programs pursuant 16 to section 260C.50: 17 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 5,500,000 18 (1) From the moneys appropriated in this lettered 19 paragraph, $3,883,000 shall be allocated pursuant to the 20 formula established in section 260C.18C. 21 (2) From the moneys appropriated in this lettered 22 paragraph, not more than $150,000 shall be used by the 23 department for implementation of adult education and literacy 24 programs pursuant to section 260C.50. 25 (3) From the moneys appropriated in this lettered 26 paragraph, not more than $1,257,000 shall be distributed as 27 grants to community colleges for the purpose of adult basic 28 education programs for students requiring instruction in 29 English as a second language. The department shall establish 30 an application process and criteria to award grants pursuant to 31 this subparagraph to community colleges. Section 84A.1B, subsection 14, unnumbered 24 paragraph 1, Code 2022, is amended to read as follows: 25 Create, and update as necessary at least once every five 26 years , a list of high-demand jobs statewide for purposes of 27 the future ready Iowa registered apprenticeship programs 28 created in chapter 15C , the summer youth intern pilot program 29 established under section 84A.12 , the Iowa employer innovation 30 program established under section 84A.13 , the future ready Iowa 31 skilled workforce last-dollar scholarship program established 32 under section 261.131 , the future ready Iowa skilled workforce 33 grant program established under section 261.132 , and the Iowa 34 workforce grant and incentive program established under section 35 -24- LSB 5003HV (1) 89 jda/tm 24/ 36
H.F. 2575 261.133, and postsecondary summer classes for high school 1 students as provided under section 261E.8, subsection 8 . In 2 addition to the list created by the workforce development 3 board under this subsection , each community college, in 4 consultation with regional career and technical education 5 planning partnerships, and with the approval of the board of 6 directors of the community college, may identify and maintain 7 a list of not more than five regional high-demand jobs in the 8 community college region, and shall share the lists with the 9 workforce development board. The lists submitted by community 10 colleges under the subsection may be used in that community 11 college region for purposes of programs identified under this 12 subsection . The workforce development board shall have full 13 discretion to select and prioritize statewide high-demand jobs 14 after consulting with business and education stakeholders, 15 as appropriate, and seeking public comment. The workforce 16 development board may add to the list of high-demand jobs as it 17 deems necessary. For purposes of this subsection , “high-demand 18 job” means a job in the state that the board, or a community 19 college in accordance with this subsection , has identified in 20 accordance with this subsection . In creating a list under this 21 subsection , the following criteria, at a minimum, shall apply: 22 Sec. 12. NEW SECTION . 261.133 Iowa workforce grant and 23 incentive program. 24 1. Definitions. As used in this section, unless the context 25 otherwise requires: 26 a. “Commission” means the college student aid commission. 27 b. “Eligible institution” means an institution of higher 28 learning governed by the state board of regents. 29 c. “Eligible program” means any of the following: 30 (1) A program of study or an academic major jointly approved 31 by the commission and the department of workforce development, 32 in consultation with the eligible institution, that is aligned 33 with a high-demand job designated by the workforce development 34 board pursuant to section 84A.1B, subsection 14. H.F. 2575 department of workforce development removes a high-demand 1 job from the list created under section 84A.1B, subsection 2 14, an eligible student who received a grant for a program 3 based on that high-demand job shall continue to receive the 4 grant until the eligible program is completed as long as the 5 student continuously enrolls and continues to meet all other 6 eligibility requirements. 7 (2) A teacher preparation program that leads to a bachelor’s 8 degree, or initial or intern Iowa teaching license issued under 9 chapter 272. 10 d. “Eligible student” means an Iowa resident who has 11 established financial need and who meets all of the following 12 requirements: 13 (1) Completes and submits application forms required by the 14 commission, including the free application for federal student 15 aid, by the deadline prescribed by the commission. 16 (2) Enrolls in at least three semester hours, or the 17 equivalent, in an eligible program. 18 (3) Is making satisfactory academic progress as defined by 19 the eligible institution. 20 e. “Financial need” means the difference between the 21 student’s financial resources available, including those 22 available from the student’s parents as determined by a 23 completed parents’ confidential statement, and the student’s 24 anticipated expenses while attending an eligible institution. 25 f. “Full-time” means enrollment in at least twelve semester 26 hours or the equivalent. 27 g. “Part-time” means enrollment in at least three semester 28 hours but less than twelve semester hours or the equivalent. 29 2. Student eligibility. An eligible institution shall 30 report promptly to the commission information requested to 31 establish or verify student eligibility. 32 3. Grant limitations —— requirements. 33 a. A full-time eligible student may receive an Iowa 34 workforce grant annually for not more than three semesters, or 35 -26- LSB 5003HV (1) 89 jda/tm 26/ 36
H.F. 2575 the equivalent, or until the eligible student completes the 1 eligible program, whichever occurs first. A part-time eligible 2 student may receive the grant for not more than six semesters, 3 or the equivalent, on a prorated basis, or until the eligible 4 student completes the eligible program, whichever occurs first. 5 b. The amount of an Iowa workforce grant to a full-time 6 eligible student shall not exceed two thousand five hundred 7 dollars per semester, or the equivalent. The amount of an Iowa 8 workforce grant to a part-time eligible student shall be equal 9 to the amount that would be awarded to a full-time student 10 except that the commission shall prorate the amount based on 11 the recipient student’s semester hour or equivalent enrollment. 12 c. An Iowa workforce grant shall be awarded on an annual 13 basis, requiring reapplication by an eligible student each 14 year. Payments under the grant shall be allocated equally 15 among the semesters, or the equivalent, and paid upon 16 certification by the eligible institution that the student 17 meets the requirements of subsection 1, paragraph “d” . 18 d. If a grant recipient discontinues attendance before the 19 end of any semester, or the equivalent, after receiving grant 20 payments, the entire amount of any refund due that recipient, 21 up to the full amount of grant payments made during that 22 semester, or the equivalent, shall be paid by the eligible 23 institution to the commission. 24 4. Annual submission of applications. To receive a renewal 25 of a grant awarded under this section, an eligible student 26 must annually submit a new application to the commission for 27 reevaluation of eligibility. 28 5. Priority for grant awards. In making awards under this 29 section, the commission shall give priority to: 30 a. Applicants who received an award under this section in 31 the prior academic year. 32 b. Applicants with the least financial ability to pay, 33 using a metric that ranks relative financial ability among all 34 applicants. 35 -27- LSB 5003HV (1) 89 jda/tm 27/ 36
H.F. 2575 6. Iowa workforce incentive payment. Notwithstanding the 1 grant limitations in subsection 3, an individual who was an 2 eligible student who received an Iowa workforce grant in the 3 academic year in which the eligible program is completed, and 4 who accepts and begins employment in an aligned occupation 5 in this state within six months of completing the eligible 6 program, may apply for one incentive payment of up to two 7 thousand five hundred dollars. The incentive payment shall be 8 paid upon completion of twelve consecutive months of full-time 9 employment in the aligned occupation in this state, following 10 completion of the eligible program. 11 7. Commission’s duties and responsibilities. Subject to an 12 appropriation of moneys by the general assembly for purposes 13 of this section, the commission shall administer the Iowa 14 workforce grant and incentive program and shall do all of the 15 following: 16 a. Provide application forms for distribution to students by 17 eligible institutions. 18 b. Adopt rules under chapter 17A for administration of this 19 section, including establishing the duties and responsibilities 20 of eligible institutions under the program, defining residence 21 and satisfactory academic progress for purposes of the program, 22 determining financial need, and establishing procedures for 23 grant and incentive payment application, processing, and 24 approval. The rules shall provide for determining the priority 25 awarding of grants and incentives if moneys available for 26 purposes of this section are insufficient to pay all eligible 27 applicants. 28 c. Approve and award grants and incentive payments on an 29 annual basis. 30 8. Fund created. An Iowa workforce grant and incentive 31 program fund is created in the state treasury under the 32 control of the commission. All moneys deposited or paid into 33 the fund are appropriated to the commission to be used for 34 grants awarded as provided in this section. Notwithstanding 35 -28- LSB 5003HV (1) 89 jda/tm 28/ 36
H.F. 2575 section 8.33, moneys in the fund that remain unencumbered or 1 unobligated at the close of a fiscal year shall not revert 2 but shall remain available for expenditure for the purposes 3 designated. Notwithstanding section 12C.7, subsection 2, 4 interest or earnings on moneys in the fund shall be credited 5 to the fund. 6 DIVISION IV 7 CLASSROOM MANAGEMENT AND TRANSPORTATION REIMBURSEMENT 8 Sec. 13. There is appropriated from the general fund of the state 19 to the commission for each fiscal year the sum of forty-eight 20 million eight hundred ninety-six thousand fifty fifty million 21 one hundred eighteen thousand four hundred fifty-one dollars 22 for tuition grants to qualified students who are enrolled in 23 accredited private institutions. 24 2. There is appropriated from the general fund of the state 25 to the commission for each fiscal year the sum of four hundred 26 fifty-six thousand two hundred twenty five hundred thousand 27 dollars for tuition grants for qualified students who are 28 enrolled in eligible institutions. Of the moneys appropriated 29 under this subsection , not more than one hundred thousand 30 dollars annually shall be used for tuition grants to qualified 31 students who are attending an eligible institution under 32 section 261.9, subsection 3 , paragraph “b” . 33 DIVISION VI 34 STATE PROGRAM ALLOCATION 35 -30- LSB 5003HV (1) 89 jda/tm 30/ 36
H.F. 2575 Sec. 17. Section 284.13, subsection 1, paragraphs a, b, c, 1 e, f, and g, Code 2022, are amended to read as follows: 2 a. For the fiscal year beginning July 1, 2021 2022 , and 3 ending June 30, 2022 2023 , to the department, the amount of 4 five hundred eight thousand two hundred fifty dollars for the 5 issuance of national board certification awards in accordance 6 with section 256.44 . Of the amount allocated under this 7 paragraph, not less than eighty-five thousand dollars shall 8 be used to administer the ambassador to education position in 9 accordance with section 256.45 . 10 b. For the fiscal year beginning July 1, 2021 2022 , and 11 ending June 30, 2022 2023 , up to seven hundred twenty-eight 12 thousand two hundred sixteen dollars to the department for 13 purposes of implementing the professional development program 14 requirements of section 284.6 , assistance in developing model 15 evidence for teacher quality committees established pursuant to 16 section 284.4, subsection 1 , paragraph “b” , and the evaluator 17 training program in section 284.10 . A portion of the funds 18 allocated to the department for purposes of this paragraph may 19 be used by the department for administrative purposes and for 20 not more than four full-time equivalent positions. 21 c. For the fiscal year beginning July 1, 2021 2022 , 22 and ending June 30, 2022 2023 , an amount up to one million 23 seventy-seven thousand eight hundred ten dollars to the 24 department for the establishment of teacher development 25 academies in accordance with section 284.6, subsection 10 . A 26 portion of the funds allocated to the department for purposes 27 of this paragraph may be used for administrative purposes. 28 e. For the fiscal year beginning July 1, 2021 2022 , and 29 ending June 30, 2022 2023 , to the department an amount up to 30 twenty-five thousand dollars for purposes of the fine arts 31 beginning teacher mentoring program established under section 32 256.34 . 33 f. For the fiscal year beginning July 1, 2021 2022 , and 34 ending June 30, 2022 2023 , to the department an amount up 35 -31- LSB 5003HV (1) 89 jda/tm 31/ 36
H.F. 2575 to six hundred twenty-six thousand one hundred ninety-one 1 dollars shall be used by the department for a delivery system, 2 in collaboration with area education agencies, to assist in 3 implementing the career paths and leadership roles considered 4 pursuant to sections 284.15 , 284.16 , and 284.17 , including but 5 not limited to planning grants to school districts and area 6 education agencies, technical assistance for the department, 7 technical assistance for districts and area education agencies, 8 training and staff development, and the contracting of external 9 expertise and services. In using moneys allocated for purposes 10 of this paragraph, the department shall give priority to school 11 districts with certified enrollments of fewer than six hundred 12 students. A portion of the moneys allocated annually to the 13 department for purposes of this paragraph may be used by the 14 department for administrative purposes and for not more than 15 five full-time equivalent positions. 16 g. For the fiscal year beginning July 1, 2022 2023 , and 17 for each subsequent fiscal year, to the department, ten 18 million dollars for purposes of implementing the supplemental 19 assistance for high-need schools provisions of section 284.11 . 20 Annually, of the moneys allocated to the department for 21 purposes of this paragraph, up to one hundred thousand dollars 22 may be used by the department for administrative purposes and 23 for not more than one full-time equivalent position. 24 DIVISION VII 25 COLLEGE STUDENT AID COMMISSION —— IOWA COLLEGE ACCESS NETWORK 26 Sec. 18. COLLEGE STUDENT AID COMMISSION —— 27 APPROPRIATION. There is appropriated from the general 28 fund of the state to the college student aid commission for the 29 fiscal year beginning July 1, 2022, and ending June 30, 2023, 30 the following amount, or so much thereof as is necessary, to be 31 used for the purposes designated: 32 For the coordination of activities with the Iowa college 33 access network to assist students enrolled in grades 9 through 34 12 in completing the free application for federal student aid: 35 -32- LSB 5003HV (1) 89 jda/tm 32/ 36

The bill is organized by divisions. 14 DIVISION I —— FY 2022-2023. The bill appropriates moneys to 15 the department for the blind for its administration. 16 The bill includes appropriations to the college student aid 17 commission for general administrative purposes, administration 18 of the future ready Iowa skilled workforce last-dollar 19 scholarship program, the health care professional recruitment 20 program, the national guard service scholarship program, the 21 all Iowa opportunity scholarship program, the teach Iowa 22 scholar program, the rural Iowa primary care loan repayment 23 program, the health care loan repayment program, the rural 24 veterinarian loan repayment program, the future ready Iowa 25 skilled workforce last-dollar scholarship program, the 26 comprehensive transition and postsecondary program scholarship 27 program, mental health practitioner loan repayment program, and 28 the Iowa workforce grant and incentive program. 29 The bill appropriates moneys to the department of education 30 for purposes of the department’s general administration, 31 career and technical education (CTE) administration, division 32 of vocational rehabilitation services including independent 33 living programs, the entrepreneurs with disabilities program, 34 and independent living centers, state library for general 35 -33- LSB 5003HV (1) 89 jda/tm 33/ 36
H.F. 2575 administration and the enrich Iowa program, public broadcasting 1 division, career and technical education reimbursement for 2 expenditures made by CTE regional planning partnerships, school 3 food service, early childhood Iowa fund, expansion of the 4 federal Individuals with Disabilities Education Improvement 5 Act birth through age three services, early head start 6 projects, textbooks for nonpublic school pupils, the student 7 achievement and teacher quality program, statewide student 8 assessment, statewide clearinghouse to expand work-based 9 learning, postsecondary summer classes for high school students 10 program, jobs for America’s graduates specialists, attendance 11 center performance/general internet site and data system 12 support, the online state job posting system, successful 13 progression for early readers, an early warning system for 14 literacy, the Iowa reading research center, computer science 15 professional development incentive fund, children’s mental 16 health school-based training and support, for school districts 17 for students with intellectual and developmental disabilities, 18 adult education and literacy programs, distribution to the 19 midwestern higher education compact to pay Iowa’s member state 20 annual obligation, and community colleges. 21 For the 2022-2023 fiscal year, the bill reduces the standing 22 appropriations for at-risk children under Code section 279.51. 23 The bill appropriates moneys to the state board of regents 24 for the board office, universities’ general operating budgets; 25 the western Iowa regents resource center; Iowa public radio; 26 the state university of Iowa; Iowa state university of science 27 and technology; the university of northern Iowa; and for the 28 Iowa school for the deaf and the Iowa braille and sight saving 29 school. 30 DIVISION II —— WORKFORCE TRAINING PROGRAMS —— APPROPRIATIONS 31 FY 2022-2023. The bill appropriates moneys from the Iowa 32 skilled worker and job creation fund to the college student aid 33 commission and the department of education. 34 DIVISION III —— IOWA WORKFORCE GRANT AND INCENTIVE PROGRAM. 35 -34- LSB 5003HV (1) 89 jda/tm 34/ 36
H.F. 2575 The bill establishes the Iowa workforce grant and incentive 1 program within the college student aid commission. The bill 2 provides that the Iowa workforce grant and incentive program 3 will provide grants to certain eligible students who are 4 pursuing an eligible program for high-demand jobs. The bill 5 provides that the amount of the grant is based on the number of 6 semester hours in which the student is enrolled. 7 The bill requires the Iowa workforce development board to 8 update its list of high-demand jobs at least once every five 9 years. The bill also provides that this list shall be used for 10 purposes of the Iowa workforce grant and incentive program. 11 DIVISION IV —— CLASSROOM MANAGEMENT AND TRANSPORTATION 12 REIMBURSEMENT. The bill appropriates moneys to the department 13 of education for developing guidelines related to behavior in 14 the classroom, the therapeutic classroom incentive fund, and 15 the payment of claims for reimbursement submitted under Code 16 section 256A.25A(1)(a) (therapeutic classroom transportation 17 claims). 18 DIVISION V —— APPROPRIATION —— STANDING LIMITED. The bill 19 increases the standing limited appropriation to the college 20 student aid commission for tuition grants to qualified students 21 who are enrolled in accredited private institutions from 22 $48,896,050 to $50,118,451. In addition, the bill increases 23 the standing limited appropriation to the college student aid 24 commission for tuition grants to qualified students who are 25 enrolled in eligible institutions from $456,220 to $500,000. 26 DIVISION VI —— STATE PROGRAM ALLOCATION. Current Code 27 section 284.13 establishes how moneys appropriated for purposes 28 of the student achievement and teacher quality program are to 29 be allocated. The bill extends the allocations established 30 pursuant to Code section 284.13 to the fiscal year beginning 31 July 1, 2022. The bill appropriates $150,000 from 5 the general fund of the state to the college student aid 6 commission for purposes of the coordination of activities with 7 the Iowa college access network to assist students enrolled 8 in grades 9 through 12 in completing the free application for 9 federal student aid.
