H.F. 2568 DIVISION I 1 HEARING AIDS AND AUDIOLOGIC SERVICES FUNDING PROGRAM —— 2 ADMINISTRATION 3 Section 1. HEARING AID AND AUDIOLOGIC SERVICES FUNDING 4 PROGRAM ADMINISTRATION. The Iowa department of public 5 health shall not enter into a contract with a third party to 6 administer the hearing aids and audiologic services funding 7 program and shall adopt rules pursuant to chapter 17A to 8 administer the program within the department, including but not 9 limited to the administration of the application process, the 10 determination of applicants’ eligibility, the enrollment of 11 eligible applicants into the program, the maintenance of the 12 hearing aids and audiologic services funding waitlist, and the 13 reimbursement of providers. 14 DIVISION II 15 HEARING AIDS AND AUDIOLOGIC SERVICES FUNDING PROGRAM —— 16 FY 2021-2022 NONREVERSION 17 Sec. 2. 2021 Iowa Acts, chapter 182, section 3, subsection 18 2, paragraph e, is amended to read as follows: 19 e. Of the funds appropriated in this subsection, $156,000 20 shall be used to provide audiological services and hearing 21 aids for children. Notwithstanding section 8.33, moneys 22 appropriated in this paragraph that remain unencumbered or 23 unobligated at the close of the fiscal year shall not revert 24 but shall remain available for expenditure for the purposes 25 designated until the close of the succeeding fiscal year. The 26 amount of money that does not revert shall be reported annually 27 by the department to the general assembly. 28 Sec. 3. EFFECTIVE DATE. This division of this Act, being 29 deemed of immediate importance, takes effect upon enactment. 30 EXPLANATION 31 The inclusion of this explanation does not constitute agreement with 32 the explanation’s substance by the members of the general assembly. 33 This bill relates to the hearing aids and audio logic 34 services funding program. The first division of the bill prohibits the 1 Iowa department of public health (department) from entering 2 into a contract with a third party to administer the hearing 3 aids and audiologic services funding program (program). The 4 department shall adopt rules to administer the program within 5 the department, including but not limited to the administration 6 of the application process, the determination of applicants’ 7 eligibility, the enrollment of eligible applicants into the 8 program, the maintenance of the program waitlist, and the 9 reimbursement of providers. 10 The second division of the bill provides that the $156,000 11 appropriated for fiscal year 2021-2022 to be used to provide 12 audiological services and hearing aids for children that 13 remains unencumbered or unobligated at the close of the fiscal 14 year shall not revert but shall remain available until the 15 close of the succeeding fiscal year. The amount of money that 16 does not revert shall be reported annually by the department to 17 the general assembly.
