FARMERS WITH DISABILITIES PROGRAM. 9 1. There is appropriated from the general fund of the state 10 to the department of agriculture and land stewardship for the 11 fiscal year beginning July 1, 2022, and ending June 30, 2023, 12 the following amount, or so much thereof as is necessary, to be 13 used for the purposes designated: 14 For purposes of supporting a program for farmers with 15 disabilities: 16 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 180,000 17 2. The moneys appropriated in subsection 1 shall be used for 18 the public purpose of providing a grant to a national nonprofit 19 organization with over 80 years of experience in assisting 20 children and adults with disabilities and special needs. The 21 moneys shall be used to support a nationally recognized program 22 that began in 1986 and has been replicated in at least 30 other 23 states, but which is not available through any other entity 24 in this state, and that provides assistance to farmers with 25 disabilities in all 99 counties to allow the farmers to remain 26 in their own homes and be gainfully engaged in farming through 27 provision of agricultural worksite and home modification 28 consultations, peer support services, services to families, 29 information and referral, and equipment loan services. 30 3. Notwithstanding section 8.33 , moneys appropriated in 31 this section that remain unencumbered or unobligated at the 32 close of the fiscal year shall not revert but shall remain 33 available for expenditure for the purposes designated until the 34 close of the succeeding fiscal year. 35 -4- LSB 5001HV (1) 89 da/tm 4/ 32
H.F. 2560 Sec. 9. LOESS HILLS DEVELOPMENT AND CONSERVATION FUND. 1 1. There is appropriated from the general fund of the state 2 to the department of agriculture and land stewardship for the 3 fiscal year beginning July 1, 2022, and ending June 30, 2023, 4 the following amount, or so much thereof as is necessary, to be 5 used for the purposes designated: 6 For deposit in the loess hills development and conservation 7 fund created pursuant to section 161D.2: 8 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 400,000 9 2. a. Of the amount appropriated to the loess hills 10 development and conservation fund in subsection 1, $360,000 11 shall be allocated to the fund’s hungry canyons account. 12 b. Not more than 10 percent of the moneys allocated to the 13 fund’s hungry canyons account as provided in paragraph “a” may 14 be used for administrative costs. 15 3. a. Of the amount appropriated to the loess hills 16 development and conservation fund in subsection 1, $40,000 17 shall be allocated to the fund’s loess hills alliance account. 18 b. Not more than 10 percent of the moneys allocated to the 19 fund’s loess hills alliance account as provided in paragraph 20 “a” may be used for administrative costs. 21 Sec. 10. SOUTHERN IOWA DEVELOPMENT AND CONSERVATION FUND. 22 1. There is appropriated from the general fund of the state 23 to the department of agriculture and land stewardship for the 24 fiscal year beginning July 1, 2022, and ending June 30, 2023, 25 the following amount, or so much thereof as is necessary, to be 26 used for the purposes designated: 27 For deposit in the southern Iowa development and 28 conservation fund created pursuant to section 161D.12: 29 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 250,000 30 2. Not more than 10 percent of the moneys appropriated 31 to the fund as provided in subsection 1 may be used for 32 administrative costs. 33 Sec. 11. GRAIN REGULATION. VALUE ADDED AGRICULTURE GRANT PROGRAM. 9 1. There is appropriated from the general fund of the state 10 to the department of agriculture and land stewardship for the 11 fiscal year beginning July 1, 2022, and ending June 30, 2023, 12 the following amount, or so much thereof as is necessary, to be 13 used for the purposes designated: 14 For the administration and execution of a value added 15 agriculture grant program to identify, evaluate, and support 16 programs and services which add value to agriculture products, 17 enable new technology, and support marketing strategies: 18 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 500,000 19 2. The department shall adopt rules pursuant to chapter 17A 20 necessary to implement and administer this section. 21 3. Notwithstanding section 8.33, moneys appropriated in 22 this section that remain unencumbered or unobligated at the 23 close of the fiscal year shall not revert but shall remain 24 available for expenditure for the purposes designated until the 25 close of the succeeding fiscal year. 26 DIVISION II 27 DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP 28 WATER QUALITY INITIATIVE 29 Sec. 13. WATER QUALITY INITIATIVE —— GENERAL FUND. 30 1. There is appropriated from the general fund of the state 31 to the department of agriculture and land stewardship for the 32 fiscal year beginning July 1, 2022, and ending June 30, 2023, 33 the following amount, or so much thereof as is necessary, to be 34 used for the purposes designated: 35 -6- LSB 5001HV (1) 89 da/tm 6/ 32
H.F. 2560 For deposit in the water quality initiative fund created in 1 section 466B.45 , for purposes of supporting the water quality 2 initiative administered by the division of soil conservation 3 and water quality as provided in section 466B.42 , including 4 salaries, support, maintenance, and miscellaneous purposes: 5 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 3,000,000 6 2. a. The moneys appropriated in subsection 1 shall be 7 used to support projects in subwatersheds as designated by the 8 division that are part of high-priority watersheds identified 9 by the water resources coordinating council established 10 pursuant to section 466B.3 . 11 b. The moneys appropriated in subsection 1 shall be used to 12 support projects in watersheds generally, including regional 13 watersheds, as designated by the division and high-priority 14 watersheds identified by the water resources coordinating 15 council established pursuant to section 466B.3. 16 3. In supporting projects in subwatersheds and watersheds 17 as provided in subsection 2, all of the following apply: 18 a. The demonstration projects shall utilize water quality 19 practices as described in the Iowa nutrient reduction strategy 20 as defined in section 455B.171 . 21 b. The division shall implement demonstration projects as 22 provided in paragraph “a” by providing for participation by 23 persons who hold a legal interest in agricultural land used in 24 farming. To every extent practical, the division shall provide 25 for collaborative participation by such persons who hold a 26 legal interest in agricultural land located within the same 27 subwatershed. 28 c. The division shall implement a demonstration project on 29 a cost-share basis as determined by the division. However, 30 except for edge-of-field practices, the state’s share of the 31 amount shall not exceed 50 percent of the estimated cost of 32 establishing the practice as determined by the division or 33 50 percent of the actual cost of establishing the practice, 34 whichever is less. 35 -7- LSB 5001HV (1) 89 da/tm 7/ 32
H.F. 2560 d. The demonstration projects shall be used to educate other 1 persons about the feasibility and value of establishing similar 2 water quality practices. The division shall promote field day 3 events for purposes of allowing interested persons to establish 4 water quality practices on their agricultural land. 5 e. The division shall conduct water quality evaluations 6 within supported subwatersheds. Within a reasonable period 7 after accumulating information from such evaluations, the 8 division shall create an aggregated database of water quality 9 practices. Any information identifying a person holding a 10 legal interest in agricultural land or specific agricultural 11 land shall be a confidential record under section 22.7 . 12 4. The moneys appropriated in subsection 1 shall be used 13 to support education and outreach in a manner that encourages 14 persons who hold a legal interest in agricultural land used for 15 farming to implement water quality practices, including the 16 establishment of such practices in watersheds generally, and 17 not limited to subwatersheds or high-priority watersheds. 18 5. The moneys appropriated in subsection 1 may be used 19 to contract with persons to coordinate the implementation of 20 efforts provided in this section. 21 6. The moneys appropriated in subsection 1 may be used by 22 the department to support urban soil and water conservation 23 efforts, which may include but are not limited to management 24 practices related to bioretention, landscaping, the use of 25 permeable or pervious pavement, and soil quality restoration. 26 The moneys shall be allocated on a cost-share basis as provided 27 in chapter 161A. 28 7. Notwithstanding any other provision of law to the 29 contrary, the department may use moneys appropriated in 30 subsection 1 to carry out the provisions of this section on a 31 cost-share basis in combination with other moneys available to 32 the department from a state or federal source. 33 8. Not more than 10 percent of the moneys appropriated in 34 this section may be used to pay for the costs of administering 35 -8- LSB 5001HV (1) 89 da/tm 8/ 32
H.F. 2560 and implementing the water quality initiative by the 1 department’s division of soil conservation and water quality as 2 provided in section 466B.42 and this section. 3 DIVISION III 4 DEPARTMENT OF NATURAL RESOURCES 5 Sec. 14. GENERAL FUND —— DEPARTMENT. 6 1. Of the number of full-time equivalent positions 18 authorized to the department pursuant to subsection 1, 50.00 19 full-time equivalent positions shall be allocated by the 20 department for seasonal employees for purposes of providing 21 maintenance, upkeep, and sanitary services at state parks. 22 This subsection shall not impact conservation officer or park 23 manager positions within the department. 24 3. The department shall submit a report each quarter of the 25 fiscal year to the legislative services agency, the department 26 of management, the members of the joint appropriations 27 subcommittee on agriculture and natural resources, and the 28 chairpersons and ranking members of the senate and house 29 committees on appropriations. The report shall describe in 30 detail the expenditure of moneys appropriated under this 31 section to support the department’s administration, regulation, 32 and programs. 33 Sec. 15. STATE FISH AND GAME PROTECTION FUND —— REGULATION 34 AND ADVANCEMENT OF OUTDOOR ACTIVITIES. 35 -9- LSB 5001HV (1) 89 da/tm 9/ 32

Notwithstanding section 455A.10 , the department may use 14 the unappropriated balance remaining in the state fish and game 15 protection fund to provide for the funding of health and life 16 insurance premium payments from unused sick leave balances of 17 conservation peace officers employed in a protection occupation 18 who retire, pursuant to section 97B.49B . 19 3. Notwithstanding section 455A.10 , the department of 20 natural resources may use the unappropriated balance remaining 21 in the state fish and game protection fund for the fiscal 22 year beginning July 1, 2022, and ending June 30, 2023, as is 23 necessary to fund salary adjustments for departmental employees 24 for which the general assembly has made an operating budget 25 appropriation in subsection 1. 26 Sec. 16. GROUNDWATER PROTECTION FUND —— WATER 27 QUALITY. Subsection 1 does not apply to moneys transferred 12 pursuant to this division of this Act to the loess hills 13 development and conservation fund created in section 161D.2 14 which shall not revert as provided in that section. 15 DIVISION VII 16 ENVIRONMENT FIRST FUND 17 SPECIAL APPROPRIATIONS 18 Sec. 29. WATER QUALITY INITIATIVE —— DEPARTMENT OF 19 AGRICULTURE AND LAND STEWARDSHIP. 20 1. The moneys appropriated in subsection 1 shall be used to 3 support projects in watersheds generally, including regional 4 watersheds, as designated by the division and high-priority 5 watersheds identified by the water resources coordinating 6 council established pursuant to section 466B.3. 7 3. In supporting projects in subwatersheds and watersheds 8 as provided in subsection 2, all of the following apply: 9 a. The demonstration projects shall utilize water quality 10 practices as described in the Iowa nutrient reduction strategy 11 as defined in section 455B.171 . 12 b. The division shall implement demonstration projects as 13 provided in paragraph “a” by providing for participation by 14 persons who hold a legal interest in agricultural land used in 15 farming. To every extent practical, the division shall provide 16 for collaborative participation by such persons who hold a 17 legal interest in agricultural land located within the same 18 subwatershed. 19 c. The division shall implement a demonstration project on 20 a cost-share basis as determined by the division. However, 21 except for edge-of-field practices, the state’s share of the 22 amount shall not exceed 50 percent of the estimated cost of 23 establishing the practice as determined by the division or 24 50 percent of the actual cost of establishing the practice, 25 whichever is less. 26 d. The demonstration projects shall be used to educate other 27 persons about the feasibility and value of establishing similar 28 water quality practices. The division shall promote field day 29 events for purposes of allowing interested persons to establish 30 water quality practices on their agricultural land. 31 e. The division shall conduct water quality evaluations 32 within supported subwatersheds. Within a reasonable period 33 after accumulating information from such evaluations, the 34 division shall create an aggregated database of water quality 35 -21- LSB 5001HV (1) 89 da/tm 21/ 32
H.F. 2560 practices. Any information identifying a person holding a 1 legal interest in agricultural land or specific agricultural 2 land shall be a confidential record under section 22.7 . 3 4. The moneys appropriated in subsection 1 shall be used 4 to support education and outreach in a manner that encourages 5 persons who hold a legal interest in agricultural land used for 6 farming to implement water quality practices, including the 7 establishment of such practices in watersheds generally, and 8 not limited to subwatersheds or high-priority watersheds. 9 5. The moneys appropriated in subsection 1 may be used 10 to contract with persons to coordinate the implementation of 11 efforts provided in this section. 12 6. The moneys appropriated in subsection 1 may be used by 13 the department to support urban soil and water conservation 14 efforts, which may include but are not limited to management 15 practices related to bioretention, landscaping, the use of 16 permeable or pervious pavement, and soil quality restoration. 17 The moneys shall be allocated on a cost-share basis as provided 18 in chapter 161A. 19 7. Notwithstanding any other provision of law to the 20 contrary, the department may use moneys appropriated in 21 subsection 1 to carry out the provisions of this section on a 22 cost-share basis in combination with other moneys available to 23 the department from a state or federal source. 24 8. Not more than 10 percent of the moneys appropriated in 25 this section may be used to pay for the costs of administering 26 and implementing the water quality initiative by the 27 department’s division of soil conservation and water quality as 28 provided in section 466B.42 and this section. 29 DIVISION VIII 30 IOWA RESOURCES ENHANCEMENT AND PROTECTION FUND 31 Sec. 30. REAP —— IN LIEU OF GENERAL FUND APPROPRIATION. In 32 lieu of the standing appropriation in section 455A.18 , there is 33 appropriated from the environment first fund created in section 34 8.57A to the Iowa resources enhancement and protection fund 35 -22- LSB 5001HV (1) 89 da/tm 22/ 32

The director shall employ the number of assistants, 6 including a professionally trained state forester, that are 7 necessary to carry out the duties imposed on the commission ; 8 and, under the same conditions, the . 9 2. a. The director shall appoint the number of full-time 10 officers and supervisory personnel that are necessary to 11 enforce all laws of the state and rules and regulations of the 12 commission. The full-time officers and supervisory personnel 13 shall be classified as conservation officers. A person appointed as a full-time conservation 18 officer or supervisory personnel shall be at least twenty-one 19 years of age on the date of appointment and shall not be 20 employed as a full-time conservation officer or supervisory 21 personnel after attaining the age of sixty-five. “Full-time 22 officer” means any person appointed by the director to enforce 23 the laws of this state. 24 b. (1) The department shall on a date determined by the 25 department, but not later than June 30, 2024, reclassify a 26 person as a conservation officer as provided in paragraph 27 “a” , if immediately prior to July 1, 2022, the person served 28 as a full-time officer appointed to enforce all laws of the 29 state and rules and regulations of the commission. Until the 30 person’s reclassification date, all of the following shall 31 apply: 32 (a) The person shall have the same powers conferred by law 33 on peace officers in the enforcement of all laws of this state 34 and the apprehension of violators as provided in paragraph “b” . 35 -25- LSB 5001HV (1) 89 da/tm 25/ 32
H.F. 2560 (b) The person shall not serve as a full-time officer as 1 described in this paragraph “b” after attaining the age of 2 sixty-five. 3 (c) A person classified as a park ranger shall retain all 4 legal rights associated with that position, including as a 5 public safety employee. 6 (2) This paragraph “b” is repealed on July 1, 2024. 7 Sec. 38. Section 456A.13A, subsection 1, Code 2022, is 8 amended to read as follows: 9 1. a. Notwithstanding any provision to the contrary, 10 full-time conservation officers as defined provided in section 11 456A.13 that are not covered under a collective bargaining 12 agreement who were at any time eligible to be enrolled in the 13 group health insurance plan that is negotiated under chapter 14 20 between the state and the state police officers council 15 labor union and who elect to participate in a group health 16 insurance plan provided by the state, shall only be permitted 17 to participate in the group health insurance plan that is 18 negotiated under chapter 20 between the state and the state 19 police officers council labor union for full-time officers 20 subject to the requirements of this subsection . In addition, 21 a full-time conservation officer who was covered under a 22 collective bargaining agreement and who becomes a manager or 23 supervisor and is no longer covered by the agreement shall 24 not lose group health insurance benefits as provided by the 25 agreement. 26 b. Notwithstanding any provision to the contrary, a 27 full-time conservation officer participating in the group 28 health insurance plan pursuant to paragraph “a” shall have 29 the option, upon retirement, to continue participation in the 30 group health insurance plan pursuant to section 509A.13 subject 31 to the requirements of this section . However, a full-time 32 conservation officer who was not covered under a collective 33 bargaining agreement and not participating in the group health 34 insurance plan as provided by this section at the time of 35 -26- LSB 5001HV (1) 89 da/tm 26/ 32
H.F. 2560 retirement shall not be allowed to participate in the group 1 health insurance plan negotiated under chapter 20 between the 2 state and the state police officers council upon retirement. 3 c. (1) A person who served as a full-time officer as 4 provided in paragraphs “a” or “b” immediately prior to July 1, 5 2022, and who is waiting to be reclassified by the department 6 as a conservation officer as provided in section 456.13, shall 7 be permitted to participate in the group health insurance plan 8 as provided in paragraph “a” or “b” to the same extent as a 9 full-time conservation officer. 10 (2) This paragraph “c” is repealed on July 1, 2024. 11 Sec. 39. Section 456A.14, Code 2022, is amended to read as 12 follows: 13 456A.14 Temporary appointments —— peace officer status. 14 The director may appoint temporary conservation officers 15 for a period not to exceed six months and may adopt minimum 16 physical, educational, mental, and moral requirements for 17 the temporary conservation officers. Chapter 80B does not 18 apply to the temporary conservation officers. Temporary 19 conservation officers have all the powers of peace officers in 20 the enforcement of this chapter and chapters 321G , 321I , 456B , 21 461A , 461B , 462A , 462B , 465C , 481A , 481B , 482 , 483A , 484A , and 22 484B , and the trespass laws. 23 Sec. 40. Section 481A.68, subsection 3, Code 2022, is 24 amended to read as follows: 25 3. An untagged tip-up fishing device found in use shall be 26 confiscated by any conservation officer appointed pursuant to 27 section 456A.13 or 456A.14 . 28 DIVISION XII 29 STATUTORY PROVISIONS —— STATE PARK HOUSING 30 Sec. 41. NEW SECTION . 456A.13B Occupancy of state housing 31 in state parks. 32 1. If an employee of the department occupies a state-owned 33 residence located within a state park on January 1, 2022, the 34 employee may continue to occupy that residence until June 30, 35 -27- LSB 5001HV (1) 89 da/tm 27/ 32
H.F. 2560 2024, under the same terms and conditions that applied on the 1 date that the employee first occupied the residence. 2 2. This section is repealed on July 1, 2024. 3 Sec. 42. EFFECTIVE DATE. The following, being deemed of 4 immediate importance, takes effect upon enactment: 5 The section of this division of this Act enacting section 6 456A.13B. 7 EXPLANATION 8 The inclusion of this explanation does not constitute agreement with 9 the explanation’s substance by the members of the general assembly. 10 GENERAL. This bill relates to agriculture and natural 11 resources by making appropriations for the fiscal year 12 2022-2023 to support related entities, including the department 13 of agriculture and land stewardship (DALS), the department of 14 natural resources (DNR), Iowa state university (ISU), and the 15 university of Iowa (UI). 16 The bill primarily appropriates moneys to DALS and DNR. 17 The appropriations are made to support those departments for 18 administration, regulation, and support of programs. The bill 19 requires the departments to submit quarterly reports to the 20 general assembly and department of management regarding the 21 expenditure of appropriated moneys. The bill also provides 22 moneys to support specific programs or projects administered 23 by those departments. Appropriations are made to support the 24 water quality initiative (WQI) administered by DALS. 25 The bill primarily appropriates moneys from the state 26 general fund (GF) and the environment first fund (EFF) to 27 support DALS and DNR but also UI and ISU, and to support 28 a number of designated activities, projects, and programs 29 administered by those agencies. General appropriations are 30 made from other major sources, including the state fish and 31 game protection fund (SFGPF) and the groundwater protection 32 fund (GPF) both administered by DNR. Finally, appropriations 33 are made from and to a number of dedicated sources, including 34 the resources enhancement and protection (REAP) fund 35 -28- LSB 5001HV (1) 89 da/tm 28/ 32
H.F. 2560 administered by DNR, and the renewable fuel infrastructure 1 fund (RFIF) and the water quality initiative fund (WQIF) 2 administered by DALS. 3 DALS —— GF APPROPRIATIONS. The bill appropriates moneys 4 to DALS from the GF in order to support its administrative 5 divisions, including consumer protection and industry services, 6 soil conservation, and food safety and animal health. Moneys 7 are transferred to ISU to support its midwest grape and wine 8 industry institute. 9 DALS —— MISCELLANEOUS SOURCES —— DESIGNATED APPROPRIATIONS. 10 The bill appropriates moneys from several sources to support a 11 number of designated purposes, including moneys derived from 12 unclaimed winnings from horse and dog races, for administration 13 and enforcement of racing regulations; and moneys credited to 14 the RFIF, for purposes of regulating motor fuel. 15 DALS —— SPECIAL GF APPROPRIATIONS. The bill makes special 16 appropriations from the GF to DALS in order to support specific 17 purposes including milk inspection, the local food and farm 18 program, an agricultural education organization, foreign animal 19 disease preparedness, assistance to farmers with disabilities, 20 loess hills protections, southern Iowa development and 21 conservation, grain regulation, and a value added agriculture 22 grant program. 23 DALS —— GF APPROPRIATIONS —— WATER QUALITY. The bill 24 appropriates moneys from the GF to DALS for deposit in the 25 WQIF, to support the WQI including high-priority watershed 26 projects. 27 DNR —— GF AND OTHER MAJOR FUNDS APPROPRIATIONS. The bill 28 makes appropriations from a number of funds to DNR in order 29 to support its administrative divisions involving natural 30 resources and environmental protection from the GF, the SFGPF, 31 and the GPF. 32 DNR —— MISCELLANEOUS SOURCES —— DESIGNATED APPROPRIATIONS. 33 The bill appropriates moneys to DNR from a number of sources 34 to support designated purposes, including moneys deposited in 35 -29- LSB 5001HV (1) 89 da/tm 29/ 32
H.F. 2560 the special snowmobile fund to provide for administering and 1 enforcing the state snowmobile programs; and moneys deposited 2 in the unassigned revenue fund for purposes of paying for 3 administration of DNR’s underground storage tanks section. 4 DNR —— SPECIAL GF APPROPRIATIONS. The bill makes special 5 appropriations from the GF to DNR in order to support specific 6 purposes including floodplain management, dam safety and 7 forestry health management programs, and state parks. 8 ISU —— SPECIAL GF APPROPRIATIONS. The bill appropriates 9 moneys from the GF to ISU to support the operation of its 10 veterinary diagnostic laboratory and livestock disease 11 research. 12 UI —— SPECIAL GF APPROPRIATIONS. The bill makes 13 appropriations from the GF to UI to support the operations of 14 Iowa’s center for agricultural safety and health which is part 15 of UI’s college of public health. 16 DALS, DNR, AND UI —— EFF —— GENERAL APPROPRIATIONS. The 17 bill appropriates moneys from the EFF to support a number of 18 programs administered by DALS, DNR, and UI. For DALS, the 19 moneys are appropriated to support programs involving soil 20 conservation, watershed protection and nutrient management, 21 and the loess hills development and conservation fund. For 22 DNR, moneys are appropriated to support programs involving 23 state parks, geographic information systems, water quality 24 monitoring, public water supplies, regulation of animal feeding 25 operations, air quality, and floodplain management and dam 26 safety. For UI, moneys are appropriated to support the Iowa 27 geological survey. The bill includes provisions that delay the 28 reversion of these moneys. 29 EFF —— SPECIAL APPROPRIATIONS FOR WQI. The bill 30 appropriates moneys from the EFF to the WQIF subject to the 31 same conditions applicable to moneys appropriated to the fund 32 from the GF. 33 REAP FUND —— EFF APPROPRIATION IN LIEU OF GF APPROPRIATION. 34 The bill appropriates moneys from the EFF to the REAP 35 -30- LSB 5001HV (1) 89 da/tm 30/ 32
H.F. 2560 fund instead of the $20 million otherwise required to be 1 appropriated to the REAP fund from the GF. Notwithstanding 2 the standing allocation from the REAP fund to its open spaces 3 account, DNR may use moneys in the account for state park 4 maintenance and repair. 5 DALS —— GF CONTINGENT APPROPRIATIONS. The bill appropriates 6 moneys from the GF to DALS for deposit in the RFIF instead of 7 moneys deposited in the RFIF from the GF as a standing limited 8 appropriation. However, the provisions are contingent upon 9 the enactment of pending legislation providing for renewable 10 fuels as originally proposed by the governor. The bill also 11 appropriates moneys from the GF to DALS to the choose Iowa fund 12 to support a choose Iowa promotional program to increase the 13 sale and purchase of Iowa products. However, the provisions 14 are contingent upon the enactment of pending legislation 15 originally proposed by DALS that creates the fund and program. 16 STATUTORY PROVISIONS —— DALS —— VALUE ADDED AGRICULTURE 17 GRANT PROGRAM. The bill amends a provision enacted in 2021 18 that appropriated moneys to DALS for the administration of a 19 value added agricultural grant program. The bill provides 20 that DALS has until June 30, 2023, to obligate or encumber any 21 remaining appropriated moneys before those moneys revert to the 22 general fund. This provision takes effect upon enactment. 23 STATUTORY PROVISIONS —— DNR —— CONSERVATION OFFICERS. The 24 bill provides that a person other than supervisory personnel 25 appointed by the DNR director to enforce state laws and 26 departmental rules must be classified as a conservation officer 27 by a date determined by DNR but not later than June 30, 2024. 28 The bill provides that the reclassification does not affect the 29 status of persons waiting to be reclassified. Such persons are 30 still entitled to have the same powers conferred upon peace 31 officers, must still retire at age 65, and have the same right 32 to participate in group health insurance plans provided by the 33 state.
