H.F. 2470 Section 1. ARTISANAL BUTCHERY TASK FORCE —— IMPLEMENTATION 1 OF FINAL REPORT RECOMMENDATIONS. The artisanal butchery task 2 force, established pursuant to 2021 Iowa Acts, chapter 175, 3 section 2, issued its final report to the general assembly on 4 December 30, 2021. Adopting the recommendations of the final 5 report, all of the following shall occur: 6 1. a. No later than December 31, 2022, the department of 7 education, in collaboration with the state board of education, 8 shall establish a framework for a one-year community college 9 certificate program for artisanal butchery that is based on 10 the recommendations in the artisanal butchery task force final 11 report, and the department shall provide the framework to all 12 community colleges established under chapter 260C. 13 b. A community college established under chapter 260C 14 that elects to establish a one-year certificate program for 15 artisanal butchery shall use the framework provided by the 16 department of education under paragraph “a” as the minimum 17 requirements, and may modify the curriculum based on the unique 18 circumstances of the specific community college. Pursuant 19 to sections 258.3A, 258.4, and 260C.14, and applicable Iowa 20 administrative rules, the community college shall obtain 21 approval of the community college’s certificate program prior 22 to implementation of the program. 23 2. a. The department of workforce development, in 24 collaboration with the economic development authority, shall 25 develop and maintain a library of resources that serves as 26 a single resource point at which any Iowa-based business 27 involved in meat processing may obtain education and financial 28 assistance information. The library shall include, at a 29 minimum, information on all of the following: 30 (1) Short courses offered at the meats laboratory at Iowa 31 state university of science and technology. 32 (2) Registered apprenticeships. 33 (3) Summer youth internships. 34 (4) Jobs training under chapter 260F. 35 -1- LSB 5778HV (2) 89 ko/jh 1/ 4
H.F. 2470 (5) Establishing an in-house apprenticeship program. 1 (6) How to access training programs. 2 (7) Employee development opportunities. 3 (8) Future ready Iowa programs. 4 (9) The butchery innovation and revitalization grant 5 program. 6 (10) The choose Iowa marketing and promotion grant program. 7 b. The library of resources shall be posted on the 8 department’s internet site, in a manner that is easily 9 accessible to the public, no later than December 31, 2022. 10 3. No later than July 31, 2022, and notwithstanding the 11 minimum criteria listed in section 84A.1B, subsection 14, 12 paragraphs “a” through “c”, the workforce development board 13 shall add butchery, artisanal butchery, and meat processing to 14 the list of high-demand jobs for the purposes listed in section 15 84A.1B, subsection 14. 16 4. a. The department of agriculture and land stewardship 17 shall collaborate with Iowa state university extension and 18 outreach to develop and maintain a direct-to-consumer tool 19 kit that contains, at a minimum, the information detailed 20 in the artisanal butchery task force’s final report. The 21 direct-to-consumer tool kit shall be posted on the department’s 22 internet site, in a manner that is easily accessible to the 23 public, no later than December 31, 2022. 24 b. The department of agriculture and land stewardship shall 25 develop and maintain a directory of meat lockers in Iowa that 26 provides the location of, and the contact information for, each 27 meat locker in the directory. The directory shall be posted 28 on the department’s internet site, in a manner that is easily 29 accessible to the public, no later than December 31, 2022. 30 EXPLANATION 31 The inclusion of this explanation does not constitute agreement with 32 the explanation’s substance by the members of the general assembly. 33 This bill adopts and implements the recommendations of 34 the artisanal butchery task force (task force), established 35 -2- LSB 5778HV (2) 89 ko/jh 2/ 4
H.F. 2470 pursuant to 2021 Iowa Acts, chapter 175, section 2, as issued 1 in its final report to the general assembly on December 30, 2 2021. 3 The bill requires the department of education (department), 4 in collaboration with the state board of education, to 5 establish a framework, no later than December 31, 2022, for a 6 one-year community college (college) certificate program for 7 artisanal butchery that is based on the recommendations in the 8 task force final report, and the department shall provide the 9 framework to all colleges established under Code chapter 260C. 10 A college that elects to establish a certificate program shall 11 use the framework provided by the department as the minimum 12 requirements, and may modify the curriculum based on the unique 13 circumstances of the specific college. As detailed in the 14 bill, the college shall obtain approval of its certificate 15 program prior to implementation of the program. 16 No later than December 31, 2022, the bill requires the 17 department of workforce development (workforce development), 18 in collaboration with the economic development authority 19 (authority), to develop and maintain a library of resources 20 that serves as a single resource point at which any Iowa-based 21 business involved in meat processing may obtain education and 22 financial assistance information as detailed in the bill. 23 The bill requires workforce development to add butchery, 24 artisanal butchery, and meat processing to the list of 25 high-demand jobs pursuant to Code section 84A.1B(14) no later 26 than July 31, 2022. 27 The department of agriculture and land stewardship (DALS) is 28 required to collaborate with Iowa state university extension 29 and outreach to develop and maintain a direct-to-consumer tool 30 kit that contains, at a minimum, the information detailed in 31 the task force’s final report. The tool kit shall be posted on 32 DALS’s internet site no later than December 31, 2022. 33 The bill requires DALS to develop and maintain a directory 34 of meat lockers in Iowa that provides the location of, and the 35 -3- LSB 5778HV (2) 89 ko/jh 3/ 4
