H.F. 2407 Section 1. Section 35A.13, subsection 4, paragraph a, Code 1 2022, is amended to read as follows: 2 a. The minimum balance of the trust fund required prior 3 to expenditure of moneys from the trust fund is five million 4 dollars. Once the minimum balance is reached, the interest 5 and earnings on the fund and the first five hundred thousand 6 dollars transferred each fiscal year pursuant to section 7 sections 99G.9B and 99G.39 from the lottery fund to the 8 trust fund are appropriated to the commission to be used to 9 achieve the purposes of subsection 6 of this section . Moneys 10 appropriated to the commission that remain unobligated or 11 unexpended at the end of each fiscal year shall revert to the 12 trust fund. It is the intent of the general assembly that the 13 balance in the trust fund reach fifty million dollars. 14 Sec. 2. Section 35A.13, subsection 6, paragraph n, Code 15 2022, is amended to read as follows: 16 n. Rental housing Housing assistance for veterans who meet 17 the definition of homeless, as set out in 42 U.S.C. §11302, 18 for to include payment of rental application fees needed for 19 obtaining rental housing. 20 Sec. 3. NEW SECTION . 99G.9B Limited series of lottery games 21 providing aid for homeless veterans. 22 The chief executive officer, in consultation with the board, 23 shall develop and conduct one instant scratch and one pull-tab 24 lottery game annually to provide moneys for the benefit of 25 homeless veterans needing housing assistance. The moneys 26 received from the sale of tickets for each of the lottery games 27 shall be deposited in a special account in the lottery fund. 28 Notwithstanding section 99G.39, after payment of the prizes, 29 the remaining moneys shall be transferred to the veterans trust 30 fund established pursuant to section 35A.13 for the purpose of 31 providing housing assistance for homeless veterans. 32 EXPLANATION 33 The inclusion of this explanation does not constitute agreement with 34 the explanation’s substance by the members of the general assembly. 35 -1- LSB 5988YH (1) 89 ec/rn 1/ 2
H.F. 2407 This bill provides that the chief executive officer of the 1 lottery authority shall develop and conduct one instant scratch 2 and one pull-tab lottery game annually for the benefit of 3 homeless veterans needing housing assistance. Moneys received 4 from the games, less prizes, shall be transferred to the 5 veterans trust fund established in Code section 35A.13. 6 Code section 35A.13 is amended to provide for the receipt 7 of moneys from the lottery for the games authorized by the 8 bill and to allow expenditures from the veterans trust fund 9 for housing assistance for homeless veterans and not just for 10 rental housing assistance. 11 -2- LSB 5988YH (1) 89 ec/rn 2/ 2
