H.F. 238 Section 1. Section 279.50, subsections 3 and 5, Code 2021, 1 are amended to read as follows: 2 3. Each school board shall annually provide to a parent 3 or guardian of any pupil enrolled in the school district, 4 information about the human growth and development curriculum 5 used in the pupil’s grade level and , including but not limited 6 to all of the topics the curriculum covers, the procedure for 7 inspecting the instructional materials prior to their use in 8 the classroom , a course enrollment consent form, and a form 9 which the parent or guardian shall sign and return to the 10 school that provides written verification that the parent or 11 guardian acknowledges receipt of the information provided 12 pursuant to this subsection . 13 5. A school district shall not enroll a pupil shall not be 14 required to take in a course of instruction in human growth and 15 development if unless the pupil’s parent or guardian signs and 16 files with the appropriate principal a written request that the 17 pupil be excused from the instruction the course enrollment 18 consent form and the form providing written verification 19 acknowledging receipt of the information provided pursuant 20 to subsection 3 . Notification that the written request may 21 be made shall be included in the information provided by the 22 school district. 23 EXPLANATION 24 The inclusion of this explanation does not constitute agreement with 25 the explanation’s substance by the members of the general assembly. 26 This bill provides that information regarding the human 27 growth and development curriculum that must be provided 28 annually to the parent or guardian of a pupil enrolled in the 29 school district must include all of the topics the curriculum 30 covers, a course enrollment form, and a form which the 31 parent or guardian must sign and return that provides written 32 verification that the parent or guardian acknowledges receipt 33 of the information provided. Under the bill, a school shall 34 not enroll a pupil in a course of instruction in human growth 35 -1- LSB 2093YH (2) 89 kh/jh 1/ 2
