H.F. 2342 Section 1. Section 321.166, subsection 2, Code 2022, is 1 amended to read as follows: 2 2. Every registration plate or pair of plates shall 3 display a registration plate number which shall consist 4 of alphabetical or numerical characters or a combination 5 thereof and the name of this state, which may be abbreviated. 6 Every Except for registration plates issued for vehicles 7 registered in accordance with section 321.20, subsection 8 4, every registration plate issued by the county treasurer 9 shall display the name of the county, including any plate 10 issued pursuant to section 321.34 , except Pearl Harbor and 11 purple heart registration plates issued prior to January 1, 12 1997 , ; registration plates issued pursuant to section 321.34, 13 subsection 13 , paragraph “d” ; and collegiate, fire fighter, 14 and medal of honor registration plates. A registration plate 15 issued by the county treasurer for a vehicle registered in 16 accordance with section 321.20, subsection 4, need not display 17 the name of the county. Special truck registration plates 18 shall display the word “special”. The department may adopt 19 rules to implement this subsection . 20 EXPLANATION 21 The inclusion of this explanation does not constitute agreement with 22 the explanation’s substance by the members of the general assembly. 23 Under current law, every vehicle registration plate issued 24 by a county treasurer must display the name of the county, 25 including any special registration plates issued pursuant to 26 Code section 321.34, with limited exceptions. Generally, 27 a person must register a vehicle in the person's county of 28 residence. However, because the department of transportation 29 did not implement a program for electronic applications, 30 titling, registering, and funds transfers for vehicles by 31 July 1, 2019, a person may register a vehicle in a contiguous 32 county. 33 This bill makes displaying the name of the county on plates 34 issued by the county treasurer in this manner optional and 35 -1- LSB 5752HV (2) 89 th/ns 1/ 2
H.F. 2342 strikes an outdated reference in Code section 321.166. 1 Under current law, it is unlawful for the owner of a vehicle 2 to place any frame around or over the registration plate which 3 does not permit full view of all numerals and letters printed 4 on the registration plate, including the county name.
