H.F. 2335 Section 1. NEW SECTION . 70A.22 Sick leave restoration —— 1 COVID-19. 2 1. A state employee who uses sick leave as a result of 3 COVID-19, as defined in section 686D.2, shall have those hours 4 restored to the state employee’s accrued sick leave balance as 5 provided by this section. 6 2. The department of administrative services shall adopt 7 rules concerning the requirements of this section to include 8 applicable procedures for state employees to request and to be 9 granted restoration of sick leave hours upon verification of 10 a state employee’s eligibility for restoration of sick leave 11 hours. 12 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate 13 importance, takes effect upon enactment. 14 Sec. 3. RETROACTIVE APPLICABILITY. This Act applies 15 retroactively to March 1, 2020, for sick leave hours used on 16 or after that date. 17 EXPLANATION 18 The inclusion of this explanation does not constitute agreement with 19 the explanation’s substance by the members of the general assembly. 20 This bill provides that a state employee shall have their 21 sick leave hours restored for taking sick leave relating 22 to COVID-19. The bill provides that the department of 23 administrative services adopt rules concerning the procedure 24 for restoring sick leave.
