H.F. 2313 Section 1. Section 2.10, subsection 1, Code 2022, is amended 1 to read as follows: 2 1. Every member of the general assembly except the presiding 3 officer of the senate, the speaker of the house, the majority 4 and minority floor leader of each house, and the president 5 pro tempore of the senate and speaker pro tempore of the 6 house shall receive an annual salary of twenty-five thousand 7 dollars for the year 2007 and subsequent years while serving 8 as a member of the general assembly. In addition, each such 9 member shall receive a per diem, as defined in subsection 10 5 , for expenses of office, except travel, for each day the 11 general assembly is in session commencing with the first day 12 of a legislative session and ending with the day of final 13 adjournment of each legislative session as indicated by the 14 journals of the house and senate , except that if the length 15 of the first regular session of the general assembly exceeds 16 one hundred ten calendar days and the second regular session 17 exceeds one hundred calendar days, the payments shall be made 18 only for one hundred ten calendar days for the first session 19 and one hundred calendar days for the second session . Members 20 from Polk county shall receive an amount per day equal to 21 three-fourths of the per diem of the non-Polk county members. 22 Each member shall receive a three hundred dollar per month 23 allowance for legislative district constituency postage, 24 travel, telephone costs, and other expenses. Travel expenses 25 shall be paid at the rate established by section 8A.363 for 26 actual travel in going to and returning from the seat of 27 government by the nearest traveled route for not more than one 28 time per week during a legislative session unless the general 29 assembly otherwise provides. 30 Sec. 2. NEW SECTION . 2.34 Sessions —— duration. 31 1. Each numbered general assembly as designated in section 32 2.2 shall not convene for more than one hundred days total 33 during the two regular sessions held by that general assembly. 34 2. H.F. 2313 in response to an emergency, including a disaster emergency 1 proclaimed by the governor pursuant to section 29C.6. 2 EXPLANATION 3 The inclusion of this explanation does not constitute agreement with 4 the explanation’s substance by the members of the general assembly. 5 This bill relates to the duration of sessions of the general 6 assembly. The bill limits the days that a general assembly may 7 meet during the two regular sessions convened by that general 8 assembly to 100 days total.
