H.F. 2310 Section 1. MEDICAID REIMBURSEMENT —— FUNCTIONAL FAMILY 1 THERAPY AND MULTISYSTEMIC THERAPY FOR YOUTH. 2 1. The department of human services shall submit a Medicaid 3 state plan amendment to the centers for Medicare and Medicaid 4 services to request the addition of functional family therapy 5 and multisystemic therapy for youth as covered services under 6 the Medicaid program. The department shall include functional 7 family therapy and multisystemic therapy under the Medicaid 8 program as covered services upon receipt of federal approval. 9 2. For the purposes of this section: 10 a. “Functional family therapy” means an evidence-based 11 practice using a short-term, phased, family-focused prevention 12 and intervention clinical model targeting at-risk youth and 13 designed to improve family dynamics, communications, and 14 support while decreasing negativity and dysfunctional patterns 15 of behavior. 16 b. “Multisystemic therapy” means an evidence-based practice 17 using an intensive community-based, family-involved treatment 18 process targeting high-risk youth that focuses on and addresses 19 the multiple environmental systems that contribute to or 20 influence a youth’s involvement or potential involvement in the 21 juvenile justice system. 22 EXPLANATION 23 The inclusion of this explanation does not constitute agreement with 24 the explanation’s substance by the members of the general assembly. 25 This bill requires the department of human services to 26 submit a Medicaid state plan amendment to include functional 27 family therapy (FFT) and multisystemic therapy (MST) for youth 28 as covered services under the Medicaid program. Both FFT and 29 MST are evidence-based treatments for youth that address a 30 youth’s home and environment to reduce problematic behavior and 31 divert the youth from the juvenile justice system. 32 -1- LSB 5907YH (3) 89 pf/rh 1/ 1
