H.F. 2306 Section 1. NEW SECTION . 261.109 Comprehensive transition 1 and postsecondary program scholarship program. 2 1. If moneys are appropriated by the general assembly for 3 a fiscal year for the purpose provided in this section, the 4 college student aid commission shall develop and administer 5 a scholarship program to provide scholarships to individuals 6 with intellectual disabilities who are eighteen to twenty-five 7 years old and who are enrolled in a comprehensive transition 8 and postsecondary program in this state that has been approved 9 by the United States department of education, to help offset 10 the cost associated with the comprehensive transition and 11 postsecondary program’s tuition and fees. 12 2. The college student aid commission shall establish the 13 evaluation criteria to be used in evaluating applications for 14 scholarships submitted under this section. Priority shall be 15 given to applicants who are residents of Iowa. 16 3. The college student aid commission shall adopt rules 17 pursuant to chapter 17A to administer this section. 18 4. A comprehensive transition and postsecondary program 19 scholarship program fund is established in the state treasury. 20 The fund shall be administered by the college student aid 21 commission and shall consist of moneys appropriated by the 22 general assembly and any other moneys received by the college 23 student aid commission for deposit in the fund. The moneys in 24 the fund are appropriated to the college student aid commission 25 for the comprehensive transition and postsecondary program 26 scholarship program. Notwithstanding section 8.33, moneys in 27 the fund at the close of the fiscal year shall not revert to 28 the general fund of the state but shall remain available for 29 expenditure for the comprehensive transition and postsecondary 30 program scholarship program for subsequent fiscal years. 31 Notwithstanding section 12C.7, subsection 2, interest or 32 earnings on moneys in the fund shall be credited to the fund. 33 Sec. 2. CODE EDITOR DIRECTIVE. The Code editor shall 34 designate section 261.109, as enacted in this Act, as a 35 -1- LSB 6035YH (2) 89 jda/jh 1/ 2
H.F. 2306 new section within chapter 261, subchapter XIII, and may 1 redesignate the preexisting subchapter and correct internal 2 references as necessary, including references to subchapter 3 headnotes. 4 EXPLANATION 5 The inclusion of this explanation does not constitute agreement with 6 the explanation’s substance by the members of the general assembly. 7 This bill establishes the comprehensive transition and 8 postsecondary program scholarship program. 9 The bill requires the college student aid commission 10 (commission) to develop and administer a scholarship program 11 to provide scholarships to individuals with intellectual 12 disabilities who are 18 to 25 years old and who are enrolled in 13 a comprehensive transition and postsecondary program in this 14 state that has been approved by the United States department 15 of education, to help offset the cost associated with the 16 comprehensive transition and postsecondary program’s tuition 17 and fees, if moneys are appropriated by the general assembly 18 for a fiscal year for this purpose. 19 The bill requires the commission to establish the criteria 20 to be used when evaluating applications for scholarships 21 submitted under the comprehensive transition and postsecondary 22 program scholarship program.
