H.F. 2281 Section 1. NEW SECTION . 602.1601A Video and telephonic 1 hearings in judicial proceedings. 2 1. Upon motion of any of the parties, an arraignment, 3 pretrial conference, scheduling conference, or any other 4 noncontested judicial proceeding shall be conducted by 5 videoconference or telephone with the parties and other 6 participants. 7 2. Upon motion of any of the parties, a hearing in a 8 judicial proceeding may be conducted by videoconference or 9 telephone with the parties and other participants if the 10 hearing is conducted in an efficient manner and the hearing 11 does not prejudice a substantial right of either party. 12 EXPLANATION 13 The inclusion of this explanation does not constitute agreement with 14 the explanation’s substance by the members of the general assembly. 15 This bill relates to video and telephonic hearings in 16 judicial proceedings. 17 The bill provides that upon motion of any party, an 18 arraignment, pretrial conference, scheduling conference, or 19 any other noncontested judicial proceeding shall be conducted 20 by videoconference or telephone with the parties and other 21 participants.
