ADMINISTRATION.
The
Iowa
department
of
corrections
shall

amend
its
administrative
rules
pursuant
to
chapter
17A
to
3
provide
that
all
individuals
incarcerated
at
an
institution
4
administered
by
the
department
shall
be
provided
with
three
5
hundred
free
telephone
minutes
each
month
and
four
free
o-mails
6
each
week.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
an
individual
incarcerated
in
an

institution
administered
by
the
department
of
corrections

(department).

The
bill
directs
the
department
to
amend
its
administrative
14
rules
to
provide
that
all
incarcerated
individuals
shall
be
15
provided
with
300
free
telephone
minutes
each
month
and
four
16
free
o-mails
(offender
electronic
mail
system
provided
by
the
17
department)
each
week.
