PROVIDER
MINIMUM
AGE
REQUIREMENT.
The
department
of
human
2
services
shall
amend
its
administrative
rules
pursuant
to
3
chapter
17A
to
provide
that
employees
and
substitutes
working
4
at
a
child
care
center
who
are
sixteen
years
of
age
or
older
may
5
provide
child
care
to
school
age
children
without
additional
6
supervision.
For
the
purposes
of
this
section,
“child
care”
7
and
“child
care
center”
mean
the
same
as
defined
in
section
8
237A.1.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
minimum
age
requirements
for
employees
13
and
substitutes
working
at
a
child
care
center.
14
The
bill
requires
the
department
of
human
services
to
amend
15
its
administrative
rules
to
provide
that
persons
age
16
or
16
older
employed
or
substituting
at
a
child
care
center
may
17
provide
child
care
to
school
age
children
without
supervision.
18
“Child
care”
means
the
care,
supervision,
and
guidance
of
a
19
child
by
a
person
other
than
the
child’s
parent,
guardian,
20
or
custodian
for
periods
of
less
than
24
hours
per
day
per
21
child
on
a
regular
basis,
with
certain
exceptions.
“Child
care
22
center”
means
a
facility
providing
child
care
or
preschool
23
services
for
seven
or
more
children,
except
when
the
facility
24
is
registered
as
a
child
development
home.
