H.F. 219 Section 1. Section 321.34, Code 2021, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 11E. Green warning plates. 3 a. Upon application and payment of the proper fees, the 4 director may issue green warning plates to the owner of a 5 battery electric motor vehicle or a plug-in hybrid electric 6 motor vehicle, as those terms are defined in section 321.116, 7 subject to registration. 8 b. Green warning plates shall be designed by the department 9 and shall contain a green background. The department shall 10 design green warning plates to serve as a warning to first 11 responders about any unique hazards relating to battery 12 electric motor vehicles and plug-in hybrid electric motor 13 vehicles involved in a traffic accident or emergency. 14 c. There is no additional special fee for letter-number 15 designated green warning plates. An applicant may obtain 16 personalized green warning plates upon payment of the fee for 17 personalized plates as provided in subsection 5. 18 d. Upon receipt of the special registration plates, the 19 applicant shall surrender the current registration plates to 20 the county treasurer. The county treasurer shall validate 21 the special registration plates in the same manner as regular 22 registration plates are validated under this section. There 23 is no additional annual fee for letter-number designated green 24 warning plates. The annual fee for personalized green warning 25 plates is five dollars, which shall be paid in addition to the 26 regular annual registration fee. 27 Sec. 2. Section 321.166, subsection 9, Code 2021, is amended 28 to read as follows: 29 9. Special registration plates issued pursuant to section 30 321.34 , other than gold star, medal of honor, collegiate, fire 31 fighter, natural resources, blackout, and flying our colors , 32 and green warning registration plates, shall be consistent with 33 the design and color of regular registration plates but shall 34 provide a space on a portion of the plate for the purpose of 35 -1- LSB 1484YH (2) 89 th/ns 1/ 2

H.F. 219 allowing the placement of a distinguishing processed emblem or 1 an organization decal. Special registration plates shall also 2 comply with the requirements for regular registration plates 3 as provided in this section to the extent the requirements are 4 consistent with the section authorizing a particular special 5 vehicle registration plate. 6 EXPLANATION 7 The inclusion of this explanation does not constitute agreement with 8 the explanation’s substance by the members of the general assembly. 9 This bill authorizes the department of transportation 10 (DOT) to design and issue green warning special registration 11 plates. The bill requires green warning plates to contain a 12 green background and to be designed to serve as a warning to 13 first responders about any unique hazards relating to battery 14 electric motor vehicles and plug-in hybrid electric motor 15 vehicles involved in a traffic accident or emergency. 16 The bill provides that there is no additional special fee for 17 the issuance of letter-number designated green warning plates; 18 however, an applicant obtaining personalized green warning 19 plates must pay a $25 fee as set forth under current law. 20 Upon receipt of the special registration plates, the 21 applicant must surrender the current registration plates to 22 the county treasurer. The county treasurer must validate the 23 special registration plates in the same manner as regular 24 registration plates are validated. There is no additional 25 annual fee for letter-number designated green warning plates 26 other than the regular annual registration fee.
