H.F. 2159 Section 1. BOARD OF EDUCATIONAL EXAMINERS —— TEACHER 1 LICENSE RECIPROCITY TASK FORCE. 2 1. The board of educational examiners shall convene a 3 teacher license reciprocity task force. The task force shall 4 do all of the following: 5 a. Review the current requirements that apply to 6 out-of-state teachers who would like to become licensed by the 7 board of educational examiners to teach in Iowa. 8 b. Conduct a study of practitioner preparation programs 9 in neighboring states to determine how those practitioner 10 preparation programs compare to practitioner preparation 11 programs approved by the state board of education under section 12 256.7, subsection 3, and what adjustments may need to be made 13 to the board of educational examiner’s license requirements for 14 out-of-state teachers to account for differences between the 15 practitioner preparation programs. 16 c. Conduct a study of how to improve the process of allowing 17 out-of-state teachers to teach in Iowa. 18 2. The board of educational examiners shall appoint the 19 members of the task force. The task force shall be comprised 20 of teachers, administrators of school districts, and any other 21 members appointed by the board of educational examiners. 22 3. The board of educational examiners shall provide staff 23 assistance and administrative support to the task force. 24 4. The task force shall submit its findings and 25 recommendations in a report to the general assembly by December 26 31, 2022. 27 EXPLANATION 28 The inclusion of this explanation does not constitute agreement with 29 the explanation’s substance by the members of the general assembly. 30 This bill establishes a teacher license reciprocity task 31 force. 32 The bill requires the board of educational examiners (BOEE) 33 to convene the teacher license reciprocity task force. H.F. 2159 apply to out-of-state teachers who would like to be licensed 1 to teach in Iowa, conduct a study of practitioner preparation 2 programs in neighboring states to determine how those 3 practitioner preparation programs compare to such programs 4 offered in the state, and conduct a study of how to improve the 5 process of allowing out-of-state teachers to teach in Iowa. 6 The bill requires the BOEE to appoint the members of the task 7 force, which are to include teachers, administrators of school 8 districts, and any other members appointed by the BOEE. 9 The bill requires the BOEE to provide staff assistance and 10 administrative support to the task force, and requires the BOEE 11 to submit its findings and recommendations in a report to the 12 general assembly by December 31, 2022. 13 -2- LSB 6135YH (1) 89 jda/jh 2/ 2
