Establishment
of
practices

authorized.

The
board
may
participate
in
establishing
and
maintaining
3
a
practice,
if
the
practice
is
consistent
with
any
of
the
4
following:
5
1.
The
Iowa
nutrient
reduction
strategy
as
defined
in
6
section
455B.171.
7
2.
For
the
portion
of
the
drainage
or
levee
district
that
is
8
part
of
a
soil
and
water
conservation
district,
the
soil
and
9
water
resource
conservation
plan
developed
for
that
soil
and
10
water
conservation
district
as
provided
in
section
161A.7.

EXPLANATION
12
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
13
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
authorizes
the
governing
board
of
a
drainage
or
15
levee
district
to
participate
in
establishing
and
maintaining
a
16
water
quality
practice,
a
soil
and
water
conservation
practice,
17
or
an
erosion
control
practice
within
the
district.
A
practice
18
must
be
consistent
with
the
Iowa
nutrient
reduction
strategy
19
as
developed
and
updated
by
the
department
of
agriculture
and
20
land
stewardship,
the
department
of
natural
resources,
and
21
the
college
of
agriculture
and
life
sciences
at
Iowa
state
22
university
of
science
and
technology
in
order
to
assess
and
23
reduce
nutrients
in
this
state’s
watersheds.
Alternatively,
24
for
that
portion
of
the
drainage
or
levee
district
that
is
part
25
of
a
soil
and
water
conservation
district,
the
practice
must
26
be
consistent
with
the
soil
and
water
resource
conservation
27
plan
developed
for
that
soil
and
water
conservation
district
28
by
the
division
of
soil
conservation
and
water
quality
of
29
the
department
of
agriculture
and
land
stewardship.
The
30
governing
board
of
a
drainage
or
levee
district
is
a
board
of
31
supervisors,
a
joint
board
of
supervisors
for
an
intercounty
32
drainage
or
levee
district,
or
a
board
of
trustees
elected
by
33
landowners
in
the
district.
