H.F. 2132 Section 1. Section 279.8B, subsection 2, Code 2022, is 1 amended to read as follows: 2 2. The board of directors of the school district shall 3 provide sufficient time to receive public comment on the 4 proposal. The Subject to section 279.8C, the board shall allow 5 each interested member of the public to speak at the meeting 6 regarding the proposal, but may impose a time limit on the 7 amount of time a member of the public is allowed to speak if the 8 time limit is the same for each speaker and necessary due to 9 the amount of people wishing to speak. 10 Sec. 2. NEW SECTION . 279.8C Meetings of the board of 11 directors of a school district. 12 The board of directors of a school district may restrict the 13 persons who provide public comments during regular meetings 14 and special meetings of the board of directors of the school 15 district to persons who are either the parent or guardian of a 16 student enrolled in the school district or a person who resides 17 within the boundaries of the school district. 18 EXPLANATION 19 The inclusion of this explanation does not constitute agreement with 20 the explanation’s substance by the members of the general assembly. 21 This bill relates to meetings of the boards of directors of 22 school districts. 23 The bill authorizes the board of directors of a school 24 district to restrict the persons who provide public comments 25 during regular meetings and special meetings to persons who 26 are either the parent or guardian of a student enrolled in the 27 school district or a person who resides within the boundaries 28 of the school district. 29 The bill makes conforming changes to Code section 279.8B 30 (public comment on petitions). 31 -1- LSB 6143YH (1) 89 jda/jh 1/ 1
