H.F. 2096 Section 1. VOTING MACHINE TASK FORCE AND REPORT. 1 1. The secretary of state shall establish a voting machine 2 task force. The task force shall consist of the secretary of 3 state and an expert in internet technology from the office 4 of the secretary of state, as well as the following members 5 appointed by the majority and minority leaders of each house 6 of the general assembly: 7 a. An expert in internet technology from the office of the 8 chief information officer. 9 b. A county auditor from an urban county. 10 c. A county auditor from a moderately sized county. 11 d. A county auditor from a rural county. 12 e. Three interested voters, one of whom shall be a 13 registered republican, one of whom shall be a registered 14 democrat, and one of whom shall not be a registered member of 15 either party. 16 2. The secretary of state shall provide staffing services 17 for the task force. 18 3. The task force shall do all of the following: 19 a. Determine what capabilities voting machines should have 20 in order to produce an accurate, reliable, efficient, and 21 accountable result, provided that such voting machines shall 22 not be capable of connecting to the internet and shall use 23 analog rather than digital processes. 24 b. Identify a manufacturer or vendor for voting machines 25 meeting the requirements of paragraph “a”. 26 c. Estimate the costs of converting all voting systems in 27 Iowa to use the voting machines identified in paragraph “a”. 28 d. Identify such steps as are necessary to convert all 29 voting systems in Iowa to those identified in paragraph “a”. 30 e. Make other relevant recommendations to the general 31 assembly. 32 4. The task force shall not recommend the usage of 33 electronic voting systems. 34 5. The task force shall issue a report regarding its 35 -1- LSB 5200YH (5) 89 ss/jh 1/ 2
H.F. 2096 progress and findings to date to the governor and the general 1 assembly no later than December 1, 2022, and as directed by the 2 general assembly thereafter. 3 EXPLANATION 4 The inclusion of this explanation does not constitute agreement with 5 the explanation’s substance by the members of the general assembly. 6 This bill requires the secretary of state to establish a task 7 force to determine what capabilities voting machines should 8 have in order to produce an accurate, reliable, efficient, and 9 accountable result, provided that such voting machines shall 10 not be capable of connecting to the internet and shall use 11 analog rather than digital processes. The task force shall 12 also identify a manufacturer for such machines, estimate the 13 costs of converting to the use of such machines, identify 14 such steps as are necessary to convert to the use of such 15 machines, and make other relevant recommendations to the 16 general assembly. The task force shall not recommend the use 17 of electronic voting systems. The bill sets requirements for 18 the membership of the task force. The task force shall issue 19 a report regarding its progress and findings to date to the 20 governor and the general assembly by December 1, 2022, and as 21 directed by the general assembly thereafter. 22 -2- LSB 5200YH (5) 89 ss/jh 2/ 2
