1.
NEW
SECTION
.
272.16
Temporary
initial
license
1
for
applicants
who
complete
an
alternative
teacher
certification
2
program.

1.
The
board
shall
adopt
rules
pursuant
to
chapter
17A
to
4
create
a
temporary
initial
teaching
license
for
an
applicant
5
who
successfully
completes
an
alternative
teacher
certification
6
program
pursuant
to
this
section.
7
2.
The
board
shall
grant
a
temporary
initial
teaching
8
license
to
an
applicant
who
meets
all
of
the
following
9
requirements:
10
a.
The
applicant
shall
be
at
least
twenty-six
years
of
age.
11
b.
The
applicant
shall
hold
a
bachelor’s
degree
from
an
12
accredited
college
or
university.
13
c.
The
applicant
shall
successfully
complete
an
alternative
14
teacher
certification
program
that
includes
all
of
the
15
following:
16
(1)
The
required
content
training
in
the
area
in
which
the
17
applicant
seeks
to
be
licensed.
18
(2)
Pedagogy
training,
including
an
examination,
that
19
teaches
effective
instructional
delivery,
classroom
management
20
and
organization,
assessment,
instructional
design,
and
21
professional
learning
and
leadership.
22
(3)
An
examination
that
includes
content
and
material
23
that
is
substantially
similar
to
an
examination
designed
by
a
24
nationally
recognized
testing
service
that
measures
pedagogy
25
and
knowledge
in
the
subject
areas
that
the
individual
is
26
required
to
have
a
license
to
teach.
The
examination
shall
27
be
equal
to
or
greater
in
rigor
than
a
valid
and
reliable
28
subject-area-specific,
performance-based
assessment
for
29
preservice
teacher
candidates,
centered
on
student
learning,
30
that
is
administered
by
a
higher
education
institution
31
providing
a
practitioner
preparation
program
pursuant
to
32
section
256.16,
subsection
1,
paragraph
“a”
,
subparagraph
(2),
33
as
verified
by
a
third
party
that
regularly
reviews
educational
34
and
professional
examinations.

The
applicant
shall
successfully
complete
a
praxis
1
subject
assessment.

3.
An
individual
who
has
been
granted
a
temporary
initial
3
teaching
license
by
the
board
pursuant
to
this
section
shall
4
complete
a
one-year
clinical
experience
program
during
the
5
individual’s
first
year
in
the
classroom
when
the
individual
6
is
employed
as
a
full-time
teacher.
The
provider
of
the
7
alternative
teacher
certification
program
shall
do
all
of
the
8
following:
9
a.
Provide
the
clinical
experience
to
the
individual
at
no
10
cost
to
the
state,
a
school
district,
a
nonpublic
school,
or
11
a
charter
school.

b.
Provide
instruction
in
all
of
the
following
as
part
of
13
the
clinical
experience
program:
14
(1)
Instructional
design
and
planning.
15
(2)
Effective
instructional
delivery.
16
(3)
Classroom
management
and
organization.
17
(4)
Effective
use
of
assessment
data.
18
(5)
Content
in
federal
special
education
laws
and
Iowa’s
19
requirements
for
special
education
established
pursuant
to
20
chapter
256B.
21
(6)
Required
awareness,
preparation,
and
an
understanding
22
of
individualized
education
programs
and
plans
developed
under
23
section
504
of
the
federal
Rehabilitation
Act
of
1973,
29
24
U.S.C.
§794,
as
amended.
25
4.
a.
To
be
considered
an
alternative
teacher
certification
26
program
for
purposes
of
this
section,
an
in-state
alternative
27
teacher
certification
program
shall
operate
in
accordance
with
28
the
rules,
standards,
and
requirements
set
by
the
board
for
29
licensure
of
teachers.
30
b.
To
be
considered
an
alternative
teacher
certification
31
program
for
purposes
of
this
section,
an
out-of-state
32
alternative
teacher
certification
program
shall
meet
all
of
the
33
following
requirements:

(1)
The
alternative
teacher
certification
program
must
35

operate
in
at
least
five
states.

(2)
The
alternative
teacher
certification
program
must
have
2
been
in
operation
for
at
least
ten
years.

5.
An
individual
who
successfully
completes
an
alternative
4
teacher
certification
program
and
who
is
granted
a
temporary
5
initial
teaching
license
by
the
board
under
this
section
is
6
authorized
to
teach
the
subjects
and
grade
levels
that
the
7
individual
successfully
completed
during
the
alternative
8
teacher
certification
program.

6.
The
board
shall
treat
an
individual
who
successfully
10
completes
an
alternative
teacher
certification
program
and
who
11
is
granted
a
temporary
initial
teaching
license
by
the
board
12
under
this
section
in
the
same
manner
as
an
individual
who
13
completes
a
traditional
teacher
preparation
program
and
who
14
receives
an
initial
teaching
license,
including
during
the
15
process
of
converting
the
temporary
initial
teaching
license
16
to
a
standard
teaching
license.
17
7.
An
individual
who
successfully
completes
an
alternative
18
teacher
certification
program
and
who
is
granted
a
temporary
19
initial
teaching
license
by
the
board
under
this
section
shall
20
not,
during
the
time
the
individual
maintains
the
temporary
21
initial
teaching
license,
teach
a
special
education
course
or
22
be
a
special
education
teacher.
23
8.
A
school
district,
a
nonpublic
school,
or
a
charter
24
school
who
hires
an
individual
holding
a
temporary
initial
25
teaching
license
granted
by
the
board
pursuant
to
this
section
26
shall
submit
a
plan
to
the
board
as
soon
as
is
reasonably
27
practicable
after
hiring
the
individual
that
describes
how
28
the
school
district,
nonpublic
school,
or
charter
school
will
29
provide
the
individual
with
opportunities
to
obtain
exposure
to
30
classroom
management
and
instructional
techniques,
including
31
meaningful
exposure
to
special
education,
outside
of
the
32
context
of
the
instruction
provided
in
subsection
3,
paragraph
33
“b”
.

9.
By
December
31
of
each
year,
the
board
shall
submit
to
35

general
assembly
an
annual
report
regarding
the
status
of
1
the
temporary
initial
teaching
license
established
pursuant
to

this
section.
The
report
shall
include
information
related
to

all
of
the
following:

a.
The
number
of
individuals
who
have
been
granted
a
5
temporary
initial
teaching
license
pursuant
to
this
section.
6
b.
The
number
of
individuals
who
have
been
granted
a
7
temporary
initial
teaching
license
pursuant
to
this
section
and
8
who
are
currently
employed
as
a
teacher
by
a
school
district,
9
nonpublic
school,
or
charter
school.
10
c.
The
teaching
effectiveness
of
the
individuals
who
have
11
been
granted
a
temporary
initial
teaching
license
pursuant
to
12
this
section
and
who
are
currently
employed
as
a
teacher
by
a
13
school
district,
nonpublic
school,
or
charter
school.
14
d.
The
subjects
taught
by
the
individuals
who
have
been
15
granted
a
temporary
initial
teaching
license
pursuant
to
this
16
section
and
who
are
currently
employed
as
a
teacher
by
a
school
17
district,
nonpublic
school,
or
charter
school.

e.
The
performance
of
individuals
who
have
been
granted
a
19
temporary
initial
teaching
license
pursuant
to
this
section
on
20
the
praxis
subject
assessment.

This
bill
establishes
a
new
license
to
be
issued
by
the
board
25
of
educational
examiners.

The
bill
requires
the
board
of
educational
examiners
to
27
grant
a
temporary
initial
teaching
license
to
an
applicant
who
28
is
at
least
26
years
old,
holds
a
bachelor’s
degree
from
an
29
accredited
college
or
university,
successfully
completes
an
30
alternative
teacher
certification
program,
and
successfully
31
completes
a
praxis
subject
assessment.
The
bill
describes
what
32
an
alternative
teacher
certification
program
must
include.

The
bill
requires
an
individual
who
has
been
granted
a
34
temporary
initial
teaching
license
by
the
board
to
complete
a

the
state,

nonpublic

specified

areas.

The
bill
establishes
requirements
for
in-state
and

alternative
teacher
certification
programs.

bill
provides
that
an
individual
who
successfully

alternative
teacher
certification
program
and
who

is
granted
a
temporary
initial
teaching
license
is
authorized

to
teach
the
subjects
and
grade
levels
that
the
individual

successfully
completed
during
the
program.

The
bill
requires
the
board
to
treat
an
individual
who

successfully
completes
an
alternative
teacher
certification
16
program
and
who
is
granted
a
temporary
initial
teaching
license

in
the
same
manner
as
an
individual
who
completes
a
