H.F. 2024 Section 1. DEPARTMENT OF HUMAN SERVICES —— CHILD CARE 1 ASSISTANCE. The department of human services shall adopt 2 rules pursuant to chapter 17A to require that state child care 3 assistance program payments be made to a child care provider 4 for the time a child is regularly scheduled to receive child 5 care at a child care facility regardless of whether the child 6 is in attendance on those regularly scheduled days provided 7 that the child care provider would charge a private individual 8 for the scheduled child care. 9 EXPLANATION 10 The inclusion of this explanation does not constitute agreement with 11 the explanation’s substance by the members of the general assembly. 12 This bill relates to child care assistance payments for 13 children who are absent from regularly scheduled child care 14 days. 15 The bill directs the department of human services to amend 16 its rules to require that state child care assistance program 17 payments be made to a child care provider for the time a child 18 is regularly scheduled to receive child care at a child care 19 facility regardless of whether the child is in attendance 20 during those regularly scheduled days provided that the 21 child care provider would charge a private individual for the 22 scheduled child care. 23 -1- LSB 5189YH (3) 89 dg/rh 1/ 1
