Section
1.
Section
154B.6,
Code
2022,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
4.
A
person
who
is
enrolled
in
a
doctoral
3
degree
program
in
psychology
at
an
institution
approved
by
4
the
board
but
who
has
not
completed
the
other
requirements
5
for
licensure
under
this
section
may
apply
for
a
provisional
6
license
during
the
person’s
internship
program.
The
license
7
shall
be
designated
as
a
“provisional
license
in
psychology”.
8
The
provisional
license
shall
authorize
the
licensee
to
9
practice
psychology
under
the
supervision
of
a
supervisor
who
10
meets
the
qualifications
determined
by
the
board
by
rule.
A
11
provisional
license
shall
be
valid
for
a
period
of
two
years.

The
fee
for
a
provisional
license
shall
be
set
by
the
board
to
13
cover
the
administrative
costs
of
issuance.
The
board
shall
14
also
set
a
fee
for
renewal
of
a
provisional
license.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
17
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
allows
persons
who
are
enrolled
in
a
doctoral
19
degree
program
in
psychology
at
an
institution
approved
20
by
the
board
of
psychology
but
who
have
not
completed
the
21
other
requirements
for
licensure
to
apply
for
a
provisional
22
license
during
the
person’s
internship
program.
The
license
23
is
designated
as
a
“provisional
license
in
psychology”,
and
24
the
licensee
is
authorized
to
practice
psychology
under
the
25
supervision
of
a
qualified
supervisor.
The
provisional
license
26
is
valid
for
a
two-year
period.
The
board
shall
set
the
fee
for
27
the
license
to
cover
administrative
costs,
and
shall
set
a
fee
28
for
renewal
of
a
provisional
license.
29
Services
of
provisionally
licensed
psychologists
who
30
practice
under
a
qualified
supervisor
are
eligible
for
31
reimbursement
under
the
Medicaid
program
and
through
32
third-party
payment
or
prepayment
polices
or
contracts.
