H.F. 159 Section 1. Section 20.3, subsection 11, Code 2021, is 1 amended by adding the following new paragraph: 2 NEW PARAGRAPH . g. A correctional officer employed by the 3 Iowa department of corrections. 4 Sec. 2. APPLICABILITY. This Act applies to collective 5 bargaining procedures pursuant to chapter 20 initiated on or 6 after the effective date of this Act. 7 EXPLANATION 8 The inclusion of this explanation does not constitute agreement with 9 the explanation’s substance by the members of the general assembly. 10 This bill designates correctional officers employed by the 11 Iowa department of corrections as public safety employees for 12 the purposes of collective bargaining pursuant to Code chapter 13 20, the public employment relations Act. Code chapter 20 and 14 Code chapter 400 include collective bargaining procedures 15 specifically applicable to public safety employees that are 16 not applicable to other public employees, including procedures 17 relating to the scope of collective bargaining negotiations, 18 arbitration procedures, and certain matters relating to city 19 civil service employment. 20 The bill applies to collective bargaining procedures 21 pursuant to Code chapter 20 initiated on or after the effective 22 date of the bill. 23 -1- LSB 1545YH (2) 89 je/rn 1/ 1
