House Concurrent Resolution 6 - Introduced HOUSE CONCURRENT RESOLUTION NO. 6 BY WILLS , STONE , WESTRICH , BRADLEY , MOORE , JENEARY , DOLECHECK , FISHER , GRABER , BAXTER , SHIPLEY , KAUFMANN , and KLEIN A Concurrent Resolution calling for and supporting the 1 creation of a bilateral trade agreement between the 2 United States and Taiwan. 3 WHEREAS, the United States and Taiwan have enjoyed a 4 long-standing partnership with the shared common values 5 of freedom, democracy, and human rights; and 6 WHEREAS, Taiwan is a vibrant and dynamic democracy, 7 described as a “democratic beacon of hope” for the 8 Indo-Pacific region, serving as a key trading partner 9 and strategic ally to the United States, and ranking 10 11th in the world on the Heritage Foundation’s 2020 11 Index of Economic Freedom; and 12 WHEREAS, the United States ranks as Taiwan’s 13 second-largest trading partner and its third-largest 14 source of energy imports; and 15 WHEREAS, Taiwan was the United States’ ninth-largest 16 trading partner in the first half of 2020, its 17 seventh-largest agricultural export market in 2019, and 18 its fifth-largest export market for United States beef 19 in 2020; and 20 WHEREAS, Taiwan supported over 373,000 well-paying 21 American jobs through investment from Taiwan-affiliated 22 companies and exports of United States goods and 23 services to Taiwan in 2019, and the two-way trade 24 volume reached $103.9 billion in 2019; and 25 WHEREAS, it is in the interests of both nations 26 -1- LSB 1470YH (7) 89 dg/rn 1/ 2
H.C.R. 6 to negotiate a bilateral trade agreement during the 1 COVID-19 pandemic to further expand the global market 2 and secure international supply chains; and 3 WHEREAS, American and Taiwanese industries are 4 highly complementary, and a bilateral trade agreement 5 would facilitate cross-border commerce ensuring mutual 6 market access and enabling legal harmonization in 7 digital trade, intellectual property, medical device 8 standards, and many other areas; and 9 WHEREAS, on December 19, 2019, 161 bipartisan 10 members of the United States House of Representatives 11 sent a joint letter of support for signing a bilateral 12 trade agreement with Taiwan; and 13 WHEREAS, a bilateral trade agreement would not only 14 further strengthen both sides’ economic cooperation 15 and their trading partnership but also create growth 16 opportunities for United States jobs and exports to the 17 benefit of the United States economy; NOW THEREFORE, 18 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE 19 SENATE CONCURRING, That the General Assembly of the 20 State of Iowa supports and urges the President of the 21 United States to launch immediate negotiations with 22 Taiwan with the objective of establishing a bilateral 23 trade agreement between our two democracies; and 24 BE IT FURTHER RESOLVED, That upon passage of this 25 resolution, the Secretary of the Senate shall transmit 26 copies of this resolution to the President of the 27 United States. 28 -2- LSB 1470YH (7) 89 dg/rn 2/ 2
