Notwithstanding section 8.33 , moneys appropriated in 13 this section that remain unencumbered or unobligated at the 14 close of the fiscal year shall not revert but shall remain 15 available to be used for the purposes designated until the 16 close of the succeeding fiscal year. 17 Sec. 6. AGRICULTURAL EDUCATION. 18 1. FARMERS WITH DISABILITIES PROGRAM. 7 1. There is appropriated from the general fund of the state 8 to the department of agriculture and land stewardship for the 9 fiscal year beginning July 1, 2020, and ending June 30, 2021, 10 the following amount, or so much thereof as is necessary, to be 11 used for the purposes designated: 12 For purposes of supporting a program for farmers with 13 disabilities: 14 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 180,000 15 2. The moneys appropriated in subsection 1 shall be used for 16 the public purpose of providing a grant to a national nonprofit 17 organization with over 80 years of experience in assisting 18 children and adults with disabilities and special needs. The 19 moneys shall be used to support a nationally recognized program 20 that began in 1986 and has been replicated in at least 30 other 21 states, but which is not available through any other entity 22 in this state, and that provides assistance to farmers with 23 disabilities in all 99 counties to allow the farmers to remain 24 in their own homes and be gainfully engaged in farming through 25 provision of agricultural worksite and home modification 26 consultations, peer support services, services to families, 27 information and referral, and equipment loan services. 28 3. Notwithstanding section 8.33 , moneys appropriated in 29 this section that remain unencumbered or unobligated at the 30 close of the fiscal year shall not revert but shall remain 31 available for expenditure for the purposes designated until the 32 close of the succeeding fiscal year. 33 Sec. 9. AGRICULTURAL DRAINAGE WELL CLOSURES. 34 1. There is appropriated from the general fund of the state 35 -4- LSB 5010XG (11) 88 da/tm 4/ 24

Not more than 10 percent of the moneys appropriated 10 in subsection 1 may be used for costs of administration and 11 implementation of soil conservation practices. 12 DIVISION II 13 GENERAL FUND 14 DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP 15 WATER QUALITY INITIATIVE 16 Sec. 10. WATER QUALITY INITIATIVE —— GENERAL. 17 1. There is appropriated from the general fund of the state 18 to the department of agriculture and land stewardship for the 19 fiscal year beginning July 1, 2020, and ending June 30, 2021, 20 the following amount, or so much thereof as is necessary, to be 21 used for the purposes designated: 22 For deposit in the water quality initiative fund created in 23 section 466B.45 , for purposes of supporting the water quality 24 initiative administered by the division of soil conservation 25 and water quality as provided in section 466B.42 , including 26 salaries, support, maintenance, and miscellaneous purposes: 27 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,500,000 28 2. a. The moneys appropriated in subsection 1 shall be 29 used to support projects in subwatersheds as designated by the 30 division that are part of high-priority watersheds identified 31 by the water resources coordinating council established 32 pursuant to section 466B.3 . 33 b. The moneys appropriated in subsection 1 shall be used to 34 support projects in watersheds generally, including regional 35 -5- LSB 5010XG (11) 88 da/tm 5/ 24
S.F. _____ H.F. _____ watersheds, as designated by the division and high-priority 1 watersheds identified by the water resources coordinating 2 council established pursuant to section 466B.3. 3 3. In supporting projects in subwatersheds and watersheds 4 as provided in subsection 2, all of the following shall apply: 5 a. The demonstration projects shall utilize water quality 6 practices as described in the Iowa nutrient reduction strategy 7 as defined in section 455B.171 . 8 b. The division shall implement demonstration projects as 9 provided in paragraph “a” by providing for participation by 10 persons who hold a legal interest in agricultural land used in 11 farming. To every extent practical, the division shall provide 12 for collaborative participation by such persons who hold a 13 legal interest in agricultural land located within the same 14 subwatershed. 15 c. The division shall implement a demonstration project on 16 a cost-share basis as determined by the division. However, 17 except for edge-of-field practices, the state’s share of the 18 amount shall not exceed 50 percent of the estimated cost of 19 establishing the practice as determined by the division or 20 50 percent of the actual cost of establishing the practice, 21 whichever is less. 22 d. The demonstration projects shall be used to educate other 23 persons about the feasibility and value of establishing similar 24 water quality practices. The division shall promote field day 25 events for purposes of allowing interested persons to establish 26 water quality practices on their agricultural land. 27 e. The division shall conduct water quality evaluations 28 within supported subwatersheds. Within a reasonable period 29 after accumulating information from such evaluations, the 30 division shall create an aggregated database of water quality 31 practices. Any information identifying a person holding a 32 legal interest in agricultural land or specific agricultural 33 land shall be a confidential record under section 22.7 . 34 4. The moneys appropriated in subsection 1 shall be used 35 -6- LSB 5010XG (11) 88 da/tm 6/ 24
S.F. _____ H.F. _____ to support education and outreach in a manner that encourages 1 persons who hold a legal interest in agricultural land used for 2 farming to implement water quality practices, including the 3 establishment of such practices in watersheds generally, and 4 not limited to subwatersheds or high-priority watersheds. 5 5. The moneys appropriated in subsection 1 may be used 6 to contract with persons to coordinate the implementation of 7 efforts provided in this section. 8 6. The moneys appropriated in subsection 1 may be used by 9 the department to support urban soil and water conservation 10 efforts, which may include but are not limited to management 11 practices related to bioretention, landscaping, the use of 12 permeable or pervious pavement, and soil quality restoration. 13 The moneys shall be allocated on a cost-share basis as provided 14 in chapter 161A. 15 7. Notwithstanding any other provision of law to the 16 contrary, the department may use moneys appropriated in 17 subsection 1 to carry out the provisions of this section on a 18 cost-share basis in combination with other moneys available to 19 the department from a state or federal source. 20 8. Not more than 10 percent of the moneys appropriated in 21 this section may be used to pay for the costs of administering 22 and implementing the water quality initiative by the 23 department’s division of soil conservation and water quality as 24 provided in section 466B.42 and this section. 25 DIVISION III 26 DEPARTMENT OF NATURAL RESOURCES 27 Sec. 11. GENERAL FUND —— DEPARTMENT. 28 1. There is appropriated from the general fund of the state 29 to the department of natural resources for the fiscal year 30 beginning July 1, 2020, and ending June 30, 2021, the following 31 amount, or so much thereof as is necessary, to be used for the 32 purposes designated: 33 For purposes of supporting the department, including 34 divisions, for administration, regulation, and programs and for 35 -7- LSB 5010XG (11) 88 da/tm 7/ 24

There is appropriated from the state fish and game 14 protection fund created pursuant to section 456A.17 to the 15 department of natural resources for the fiscal year beginning 16 July 1, 2020, and ending June 30, 2021, the following amount, 17 or so much thereof as is necessary, to be used for the purposes 18 designated: 19 For purposes of supporting the regulation or advancement of 20 hunting, fishing, or trapping, or the protection, propagation, 21 restoration, management, or harvest of fish or wildlife, 22 including for administration, regulation, law enforcement, and 23 programs; and for salaries, support, maintenance, equipment, 24 and miscellaneous purposes: 25 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 45,091,595 26 2. Notwithstanding section 455A.10 , the department may use 27 the unappropriated balance remaining in the state fish and game 28 protection fund to provide for the funding of health and life 29 insurance premium payments from unused sick leave balances of 30 conservation peace officers employed in a protection occupation 31 who retire, pursuant to section 97B.49B . 32 3. Notwithstanding section 455A.10 , the department of 33 natural resources may use the unappropriated balance remaining 34 in the state fish and game protection fund for the fiscal 35 -8- LSB 5010XG (11) 88 da/tm 8/ 24

FORESTRY HEALTH MANAGEMENT. 26 1. VETERINARY DIAGNOSTIC LABORATORY. 9 1. There is appropriated from the general fund of the state 10 to Iowa state university of science and technology for the 11 fiscal year beginning July 1, 2020, and ending June 30, 2021, 12 the following amount, or so much thereof as is necessary, to be 13 used for the purposes designated: 14 For purposes of supporting the college of veterinary 15 medicine for the operation of the veterinary diagnostic 16 laboratory: 17 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 4,400,000 18 2. a. Iowa state university of science and technology 19 shall not reduce the amount that it allocates to support the 20 college of veterinary medicine from any other source due to the 21 appropriation made in this section. 22 b. Paragraph “a” does not apply to a reduction made to 23 support the college of veterinary medicine, if the same 24 percentage of reduction imposed on the college of veterinary 25 medicine is also imposed on all of Iowa state university of 26 science and technology’s budget units. 27 3. If by June 30, 2021, Iowa state university of science and 28 technology fails to allocate the moneys appropriated in this 29 section to the college of veterinary medicine in accordance 30 with this section, the moneys appropriated in this section for 31 that fiscal year shall revert to the general fund of the state. 32 Sec. 19. LIVESTOCK DISEASE RESEARCH FUND. There is 33 appropriated from the general fund of the state to Iowa state 34 university of science and technology for the fiscal year 35 -11- LSB 5010XG (11) 88 da/tm 11/ 24

As a condition of the appropriation in subsection 1, 25 the state university of Iowa shall retain the director of 26 Iowa’s center for agricultural safety and health employed on 27 the effective date of this Act for at least the same number of 28 hours for the fiscal year beginning July 1, 2020, as worked by 29 the director during the fiscal year beginning July 1, 2019. 30 3. The state university of Iowa shall not reduce the amount 31 allocated to support Iowa’s center for agricultural safety from 32 any other source due to the appropriation made in this division 33 of this Act. 34 4. If by June 30, 2021, the state university of Iowa fails 35 -12- LSB 5010XG (11) 88 da/tm 12/ 24

In addition, if 5 moneys are required to be reverted pursuant to section 8.33, 6 the state university of Iowa shall transfer to the general 7 fund from any otherwise unencumbered and unobligated moneys 8 from any other general fund appropriation or from any moneys 9 available from other funding sources an amount equal to the 10 amount appropriated in subsection 1 less any amount reverted to 11 the general fund of the state pursuant to this subsection. 12 DIVISION VI 13 ENVIRONMENT FIRST FUND 14 GENERAL APPROPRIATIONS 15 Sec. 21. Notwithstanding section 8.33, moneys appropriated for 3 the fiscal year beginning July 1, 2020, in this division of 4 this Act to the department of agriculture and land stewardship 5 to provide financial assistance for the establishment of 6 permanent soil and water conservation practices that remain 7 unencumbered or unobligated at the close of the fiscal year 8 shall not revert but instead shall remain available for 9 expenditure for the purposes designated until the close of the 10 fiscal year beginning July 1, 2023. 11 2. Subsection 1 does not apply to moneys transferred 12 pursuant to this division to the loess hills development and 13 conservation fund created in section 161D.2 which shall not 14 revert as provided in that section. 15 DIVISION VII 16 ENVIRONMENT FIRST FUND 17 SPECIAL APPROPRIATIONS 18 Sec. 25. WATER QUALITY INITIATIVE —— DEPARTMENT OF 19 AGRICULTURE AND LAND STEWARDSHIP. 20 1. There is appropriated from the environment first fund 21 created in section 8.57A to the department of agriculture 22 and land stewardship for the fiscal year beginning July 1, 23 2020, and ending June 30, 2021, the following amount, or so 24 much thereof as is necessary, to be used for the purposes 25 designated: 26 For deposit in the water quality initiative fund created in 27 section 466B.45 , for purposes of supporting the water quality 28 initiative administered by the division of soil conservation 29 and water quality as provided in section 466B.42 , including 30 salaries, support, maintenance, and miscellaneous purposes: 31 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,187,500 32 2. a. The moneys appropriated in subsection 1 shall be used to 3 support projects in watersheds generally, including regional 4 watersheds, as designated by the division and high-priority 5 watersheds identified by the water resources coordinating 6 council established pursuant to section 466B.3. 7 3. In supporting projects in subwatersheds and watersheds 8 as provided in subsection 2, all of the following shall apply: 9 a. The demonstration projects shall utilize water quality 10 practices as described in the Iowa nutrient reduction strategy 11 as defined in section 455B.171 . 12 b. The division shall implement demonstration projects as 13 provided in paragraph “a” by providing for participation by 14 persons who hold a legal interest in agricultural land used in 15 farming. To every extent practical, the division shall provide 16 for collaborative participation by such persons who hold a 17 legal interest in agricultural land located within the same 18 subwatershed. 19 c. The division shall implement a demonstration project on 20 a cost-share basis as determined by the division. However, 21 except for edge-of-field practices, the state’s share of the 22 amount shall not exceed 50 percent of the estimated cost of 23 establishing the practice as determined by the division or 24 50 percent of the actual cost of establishing the practice, 25 whichever is less. 26 d. The demonstration projects shall be used to educate other 27 persons about the feasibility and value of establishing similar 28 water quality practices. The division shall promote field day 29 events for purposes of allowing interested persons to establish 30 water quality practices on their agricultural land. 31 e. The division shall conduct water quality evaluations 32 within supported subwatersheds. Within a reasonable period 33 after accumulating information from such evaluations, the 34 division shall create an aggregated database of water quality 35 -19- LSB 5010XG (11) 88 da/tm 19/ 24

Any information identifying a person holding a 1 legal interest in agricultural land or specific agricultural 2 land shall be a confidential record under section 22.7 . 3 4. The moneys appropriated in subsection 1 shall be used 4 to support education and outreach in a manner that encourages 5 persons who hold a legal interest in agricultural land used for 6 farming to implement water quality practices, including the 7 establishment of such practices in watersheds generally, and 8 not limited to subwatersheds or high-priority watersheds. 9 5. The moneys appropriated in subsection 1 may be used 10 to contract with persons to coordinate the implementation of 11 efforts provided in this section. 12 6. The moneys appropriated in subsection 1 may be used by 13 the department to support urban soil and water conservation 14 efforts, which may include but are not limited to management 15 practices related to bioretention, landscaping, the use of 16 permeable or pervious pavement, and soil quality restoration. 17 The moneys shall be allocated on a cost-share basis as provided 18 in chapter 161A. 19 7. Notwithstanding any other provision of law to the 20 contrary, the department may use moneys appropriated in 21 subsection 1 to carry out the provisions of this section on a 22 cost-share basis in combination with other moneys available to 23 the department from a state or federal source. 24 8. Not more than 10 percent of the moneys appropriated in 25 this section may be used to pay for the costs of administering 26 and implementing the water quality initiative by the 27 department’s division of soil conservation and water quality as 28 provided in section 466B.42 and this section. 29 DIVISION VIII 30 IOWA RESOURCES ENHANCEMENT AND PROTECTION FUND 31 Sec. 26. REAP —— IN LIEU OF GENERAL FUND APPROPRIATION. Notwithstanding section 455A.19, 6 subsection 1, paragraph “a”, subparagraph (1), of the moneys 7 allocated to the open spaces account of the Iowa resources 8 enhancement and protection fund, up to $1,000,000 may be 9 used by the department of natural resources for state park 10 maintenance and repair for the fiscal year beginning July 1, 11 2020, and ending on June 30, 2021. 12 EXPLANATION 13 The inclusion of this explanation does not constitute agreement with 14 the explanation’s substance by the members of the general assembly. 15 GENERAL. This bill relates to agriculture and natural 16 resources by making appropriations for the fiscal year 17 2020-2021 to support related entities, including the department 18 of agriculture and land stewardship (DALS), the department of 19 natural resources (DNR), and Iowa state university (ISU), and 20 the university of Iowa (UI). 21 The bill primarily appropriates moneys to DALS and DNR. 22 The appropriations are made to support those departments for 23 administration, regulation, and support of programs. The bill 24 requires the departments to submit quarterly reports to the 25 general assembly and department of management regarding the 26 expenditure of appropriated moneys. The bill also provides 27 moneys to support specific programs or projects administered 28 by those departments. The bill appropriates moneys from a 29 number of sources, including the general fund of the state 30 (general fund), the state fish and game protection fund, the 31 groundwater protection fund, and the environment first fund 32 (EFF). Appropriations are made from a number of sources to 33 support the water quality initiative (WQI). 34 The bill is organized into divisions. 35 -21- LSB 5010XG (11) 88 da/tm 21/ 24

The bill appropriates 1 moneys to DALS from the general fund in order to support its 2 administrative divisions, including consumer protection and 3 industry services, soil conservation, and food safety and 4 animal health. Moneys are transferred to ISU to support its 5 midwest grape and wine institute. 6 DALS —— MISCELLANEOUS FUNDS —— DESIGNATED APPROPRIATIONS. 7 The bill appropriates moneys from several sources to support a 8 number of designated purposes, including moneys derived from 9 unclaimed winnings from horse and dog races, for administration 10 and enforcement of racing regulations; and moneys credited 11 to the renewable fuel infrastructure fund, for purposes of 12 regulating motor fuel. 13 DALS —— SPECIAL GENERAL FUND APPROPRIATIONS. The bill also 14 makes special appropriations from the general fund to DALS in 15 order to support specific purposes including milk inspection, 16 the local food and farm program, an agricultural education 17 organization, assistance to farmers with disabilities, for 18 foreign animal disease preparedness, and agricultural drainage 19 well closures. 20 DALS —— GENERAL FUND APPROPRIATIONS —— WATER QUALITY. The 21 bill appropriates moneys from the general fund to DALS for 22 deposit in the water quality initiative fund, to support the 23 WQI including high-priority watershed projects. 24 DNR —— GENERAL FUND AND OTHER MAJOR FUNDS APPROPRIATIONS. 25 The bill makes appropriations from a number of funds to DNR in 26 order to support its administrative divisions involving natural 27 resources and environmental protection from the general fund, 28 the state fish and game protection fund, and the groundwater 29 protection fund. 30 DNR —— MISCELLANEOUS FUNDS —— DESIGNATED APPROPRIATIONS. 31 The bill appropriates moneys to DNR from a number of sources 32 to support designated purposes, including moneys deposited in 33 the special snowmobile fund to provide for administering and 34 enforcing the state snowmobile programs; and moneys deposited 35 -22- LSB 5010XG (11) 88 da/tm 22/ 24
S.F. _____ H.F. _____ in the unassigned revenue fund for purposes of paying for 1 administration of DNR’s underground storage tanks section. 2 DNR —— SPECIAL GENERAL FUND APPROPRIATIONS. The bill also 3 makes special appropriations from the general fund to DNR 4 in order to support specific purposes including floodplain 5 management and dam safety and forestry health management 6 programs. 7 ISU —— SPECIAL GENERAL FUND APPROPRIATIONS. The bill 8 appropriates moneys from the general fund to ISU to support 9 the operation of its veterinary diagnostic laboratory. The 10 bill appropriates moneys for deposit in the livestock disease 11 research fund. 12 UI —— SPECIAL GENERAL FUND APPROPRIATIONS. The bill makes 13 appropriations from the general fund to UI to support the 14 operations of Iowa’s center for agricultural safety and health 15 which is part of UI’s college of public health. 16 DALS, DNR, AND UI —— EFF —— GENERAL APPROPRIATIONS. The 17 bill appropriates moneys from the EFF to support a number of 18 programs administered by DALS, DNR, and UI. For DALS, the 19 moneys are appropriated to support programs involving soil 20 conservation, watershed protection and nutrient management, 21 and the loess hills development and conservation fund. For 22 DNR, moneys are appropriated to support programs involving 23 state parks, geographic information systems, water quality 24 monitoring, public water supplies, regulation of animal feeding 25 operations, air quality, and floodplain management and dam 26 safety. For UI, moneys are appropriated to support the Iowa 27 geological survey. The bill includes provisions that delay the 28 reversion of these moneys. 29 EFF —— SPECIAL APPROPRIATIONS FOR WQI. The bill 30 appropriates moneys from the EFF to the water quality 31 initiative fund subject to the same conditions applicable to 32 moneys appropriated to the fund from the general fund. 33 IOWA RESOURCES ENHANCEMENT AND PROTECTION (REAP) FUND —— EFF 34 APPROPRIATION IN LIEU OF GENERAL FUND APPROPRIATION.
